Procedures for granting, re-granting, revoking, and deleting railway vehicle registration certificates in Vietnam are guided in accordance with Circular 14/2023/TT-BGTVT, specifically as follows:

Form of submission of dossiers in Vietnam

The owner submits 01 set of documents as prescribed in Articles 6, 7, and 8 of Circular 14/2023/TT-BGTVT to the competent state agency as prescribed in Article 5 of Circular 14/2023/TT-BGTVT in one of the following forms:

- Submit directly at the one-stop section of the state agency competent to grant, re-issue, revoke, and delete the certificate of vehicle registration (hereinafter referred to as the competent state agency);

- Submit through the online public service portal of the competent state agency or the national public service portal;

- Submit by postal system or other suitable means.

Competent state agencies to receive and examine dossiers in Vietnam

Immediately after receiving the dossier, the competent state agency shall organize the examination of the dossier. In case the dossier is not in accordance with the provisions of Circular 14/2023/TT-BGTVT, within 01 working day (if receiving dossiers directly at the one-stop department or through the online public service portal or the national public service portal) or 02 working days (if the application is received through the postal system or other suitable means) from the date of receipt of the dossier, the competent state agency shall notify and guide the owner to supplement and complete the dossier in accordance with regulations.

Procedures for issuance and re-issuance of vehicle registration certificates in Vietnam

- Within 03 working days from the date of receipt of complete and correct application, the competent state agency shall have to issue and re-issue the certificate of vehicle registration (except for cases of re-issuance as prescribed). The owner is responsible for paying the prescribed fee. In case the vehicle registration certificate is re-issued, if the owner has submitted an electronic copy of the vehicle registration certificate through the online public service portal or the national public service portal, it is responsible for returning the original to the competent state agency.

- Re-issuance of lost vehicle registration certificate

Within 01 working day from the date of receipt of a complete and correct application, the competent state agency shall grant the owner of the Certificate of having declared the loss of the vehicle registration certificate according to the form specified in Appendix VII of Circular 14/2023/TT-BGTVT. The time limit for a competent state agency to consider and re-issue a vehicle registration certificate is 30 days from the date of receipt of a complete and correct application. The owner is responsible for paying the prescribed fee.

- In case of failure to issue or re-issue the vehicle registration certificate, within the time limit for handling administrative procedures specified above, the competent state agency shall notify in writing the owner and clearly state the reason.

Procedures for revocation and deletion of vehicle registration certificates in Vietnam

Within 03 working days from the date of receipt of the correct dossier, the competent state agency shall notify in writing the owner of the revocation or deletion of the vehicle registration certificate. In case the vehicle owner has submitted an electronic copy of the vehicle registration certificate through the online public service portal or the national public service portal, it is responsible for returning the original to the competent state agency.
