The first military service registration dossier according to Clause 2, Article 4 of Decree 13/2016/ND-CP includes:
- Self-declaration form for military service;
- Photocopy of ID card or birth certificate (bring the original for comparison).
The order for first-time military service registration according to Clause 3, Article 4 of Decree 13/2016/ND-CP is as follows:
- Before the deadline of 10 days, up to the date of military service registration, the Commune-level Military Command is responsible for transferring the Military Service Registration Call to citizens. In the event that an agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for transferring the Military Service Registration Order to the citizen;
- After receiving the call to register for military service from the Commander of the district-level Military Command, citizens subject to Article 12 of the Law on Military Service 2015 are responsible for going to the Military Command at the commune level to directly register for military service.
In case an agency or organization does not have a Military Command, the head or legal representative of the agency or organization is responsible for transferring the Military Service Registration Call to the citizen or organization for the citizen to register for military service for the first time at their place of residence;
- Within 01 day, the Commune-level Military Command is responsible for comparing the original ID card or birth certificate; guiding citizens to declare the military service health declaration form, registering necessary information of citizens in the list of male citizens who are full 17 years old in the year, and registering citizens ready to join the army and transfer the Military Service Registration Certificate to citizens immediately after registration;
- Within 10 days, the Commune-level Military Command summarizes the results and reports them to the District-level Military Command; The District Military Command manages records of citizens who have registered for military service for the first time.
Summary of results reported to the Military Command of provinces and centrally run cities, Hanoi Capital Command, and Ho Chi Minh City Command (hereinafter collectively referred to as the Provincial Military Command) .
Military service registration receiving agencies according to Article 15 of the Law on Military Service 2015 is as follows:
- Military Commands of communes shall be responsible for the registration of residents in local area.
- Military Commands of agencies/organizations of shall be responsible for military service registration of citizens working or studying in such agencies/organizations then collect and report to Military Commands of districts in local areas.
If an establishment does not have Military Command, the heads or legal representatives of such agencies/organizations shall direct the citizen to register for military service in their local areas.
Entities must not register for military service according to Article 13 of the Law on Military Service 2015 are as follows:
- Citizens in any of the following cases must not register for military service:
+ Any citizen who is facing criminal prosecution; serving the prison sentence, non-custodial re-education, bearing surveillance or citizen who has carried out the prison sentence but without expunging of criminal record;
+ Any citizen who is bearing education at communes or is being at reform school, compulsory re-education schools, compulsory detoxification centers;
+ Any citizen whose right to serve in People’s armed forces is revoked.
- When the duration of measures specified in clause 1 of Article 13 of the Law on Military Service 2015 expired, the citizen may register for military service.
