Regarding this issue, LawNet would like to answer as follows:

Procedures for consideration for awarding the Ho Chi Minh Prize in science and technology are prescribed in Decision 405/QD-BKHCN dated March 19, 2024, as follows:

1. Application for consideration for awarding State Prizes in science and technology in Vietnam

* Application include:

- Registration form to request award consideration (original);

- Project summary report (original);

- Documents related to the announcement or the original document confirming the results of the project application;

- Copies of scientific and technological documents, documents, and other documents related to the project (if any).

For research projects about Vietnam by foreign authors and documents in a foreign language, the Vietnamese translation must be accompanied by a notarized Vietnamese translation (original).

* Number of records:

- 01 set of documents (paper copy)

- 01 electronic copy (PDF format) stored on USB

* Submission:

Application for consideration for awarding the Award is submitted directly or by post by the author of the work or his/her legal representative.

2. Procedures for consideration for awarding State Prizes in science and technology in Vietnam

* Step 1: The author or legal representative of the author submits an application for consideration for the State Prize in science and technology to the agency or organization directly managing the author of the work. or the Department of Science and Technology where the author resides (in case the author of the work does not have a direct agency or organization for management).

For foreign authors with research projects about Vietnam, the project documents must be submitted to a science and technology organization. Science and technology organizations are responsible for guiding authors of works and organizing awards according to regulations.

Applications are reviewed and evaluated at the Grassroots Award Council established by the Head of the agency or organization directly managing the author's work, the Director of the Department of Science and Technology where the author or the author's legal representative resides, and the head of the science and technology organization.

Award consideration is completed within 30 days of receiving applications for Award consideration.

Heads of agencies and organizations directly managing the author of the work, Director of the Department of Science and Technology, and heads of science and technology organizations establish a Council to consider and award grassroots awards; Send dossiers of projects with at least 80% of the total number of members of the Grassroots Council voting in favor to the Head of the agency that established the Council to consider awarding awards at ministerial, sectoral, and local levels to take the next steps.

* Step 2: The application for consideration for awarding the State Prize in science and technology is reviewed and evaluated at the Council for considering and awarding awards at ministerial, sectoral, and local levels established by the decision of Ministers, Heads of ministerial-level agencies, Government agencies, other central state agencies, and Chairman of the People's Committee of provinces and centrally run cities.

The award consideration is completed within 30 days from the date of receiving the application for the Award from the grassroots level.

The head of the agency that establishes the Council for considering and awarding awards at the ministerial, branch, and local levels sends dossiers of projects with at least 80% of the total number of members of the Council at the ministerial, branch, and local levels voting in favor to the Ministry of Science and Technology to carry out further procedures.

* Step 3: Review and evaluate project documents at the State level in two steps:

- Step 3.1: The applications for consideration for awarding the State Prize in science and technology is considered and evaluated at the State-level Specialized Prize Award Council established by the decision of the Minister of Science and Technology.

The organization of award consideration will be completed within 90 days of receiving applications for awards from ministries, branches, and localities.

The Minister of Science and Technology sends dossiers of projects with at least 90% of the total number of Council members voting in favor to the State Council for consideration and selection.

- Step 3.2: The application for consideration for awarding the State Prize in science and technology is reviewed and evaluated at the State Prize Award Council established by the Prime Minister's decision based on the proposal of the Minister of Science and Technology. The Council has an assisting Working Group established by the decision of the Minister of Science and Technology.

The organization of award consideration is completed within 30 days from the time the State-level Award Consideration Council receives the application for award consideration.

Projects approved by at least 80% of the total number of Council members attending the meeting will be sent to the Ministry of Home Affairs for compilation of documents and submission to the Prime Minister.

The Ministry of Science and Technology held a ceremony to announce the President's Decision and award Certificates of State Prizes for science and technology.
