1. Procedures for certifying goods used directly for technological innovation in Vietnam

Procedures for certifying goods used directly for technological innovation according to Article 4 of Decision 30/2018/QD-TTg are as follows:

- Organizations and individuals prepare 01 set of documents as prescribed in Article 2 of Decision 30/2018/QD-TTg and send them directly or by post to the Ministry of Science and Technology.

- Within 03 working days from the date of receiving the dossier, the Ministry of Science and Technology reviews the dossier and notifies the organization or individual if the dossier is invalid and needs to be supplemented or amended.

- Within 10 days from the date of receiving a valid dossier, the Ministry of Science and Technology will respond in writing to the organization or individual (according to Form No. 02) in measuring and clearly defining the list of goods used directly for technological innovation; In case of refusal to confirm, there must be a written statement clearly stating the reason.

The Ministry of Science and Technology shall notify organizations and individuals in writing about extending the response time in cases where documents must be verified according to the provisions of Clause 4, Article 4 of Decision 30/2018/QD-TTg.

- If necessary, the Ministry of Science and Technology organizes a council to verify the dossier before issuing a written response. The verification and response time must not exceed 20 days from the date of receipt of valid documents; In cases of refusal to confirm, there must be a written statement clearly stating the reason.

Funding for organizing a council to verify documents is guaranteed by the state budget.

2. Documents requesting confirmation of goods used directly for the development of technology incubation activities in Vietnam

According to Article 2 of Decision 30/2018/QD-TTg, the dossier requesting confirmation of goods used directly for the development of technology incubation activities, science and technology business incubation, and technology innovation

- Written request for confirmation (according to Form No. 01).

- Explanation of goods on the List or meeting the criteria prescribed by the Ministry of Science and Technology on goods used directly for the development of technology incubation activities and scientific business incubation and technology or technological innovation.

- Sales contract or trust contract (certified copy or copy presented with the original for comparison) or other related documents to determine the purchase, sale, or import transaction.

- In addition to the above documents, organizations and individuals requesting confirmation must submit the following documents:

+ Certified copy (or copy presented with the original for comparison): Investment registration certificate; business registration certificate (if any);

+ List of machinery, equipment, spare parts, and supplies to perform scientific and technological tasks of technology incubators and science and technology business incubators (for cases requiring confirmation that the goods are specialized machinery, equipment, spare parts, and supplies used directly for the development of technology incubation activities and science and technology business incubation);

+ List of machinery and equipment to perform scientific and technological tasks or technological innovation investment projects (for cases requiring confirmation that the goods are specialized machinery and equipment used directly for technological innovation).

3. Procedures for certifying goods used directly for the development of technology incubation activities in Vietnam

The order and procedures for certifying goods used directly for the development of technology incubation activities and science and technology business incubation according to Article 3 of Decision 30/2018/QD-TTg are as follows:

- Organizations and individuals prepare 01 set of documents as prescribed in Article 2 of Decision 30/2018/QD-TTg and send them directly or by post to the People's Committee of the province or city where there is a project, technology incubator, science and technology business incubation facility, or about the project-managing ministry, technology incubator, science and technology business incubation facility (in case there is a managing ministry).

- Within 03 working days from the date of receipt of the application, the competent authority specified in Clause 1, Article 3 of Decision 30/2018/QD-TTg reviews the dossier and notifies the organization or individual if the dossier is invalid and needs to be supplemented or amended.

- Within 10 days from the date of receipt of valid documents, the competent authority specified in Clause 1, Article 3 of Decision 30/2018/QD-TTg shall respond in writing to organizations and individuals (according to Form No. 02), which clearly defines the list of goods used directly for the development of technology incubation activities and science and technology business incubation; In case of refusal to confirm, there must be a written statement clearly stating the reason.

The competent authority specified in Clause 1, Article 3 of Decision 30/2018/QD-TTg shall notify organizations and individuals in writing of the extension of response time in case documents must be examined according to Clause 4, Article 3, Decision 30/2018/QD-TTg.

- In case of necessity, the competent authority specified in Clause 1, Article 3 of Decision 30/2018/QD-TTg organizes a council to verify the dossier before issuing a written response. The verification and response time must not exceed 20 days from the date of receipt of valid documents; In cases of refusal to confirm, there must be a written statement clearly stating the reason.

Funding for organizing a council to verify documents is guaranteed by the state budget.
