Procedures for awarding the Medal for the Cause of Inspection are stipulated in Decision 457/QD-TTCP in 2023 as follows:
Application for consideration for awarding the Medal for the cause of inspection includes:
- Official dispatch requesting consideration for awarding commemorative medals;
- List of quotations;
- Summary of work process;
- Copies of reward decisions and related documents certified by the management agency (if any) for cases of priority consideration.
- Report on achievements, initiatives, and scientific works for cases considered for donation specified in Clause 4, Article 4 of Circular 01/2017/TT-TTCP dated April 10, 2017.
- Quantity: 01 set.
Submission methods: Send documents directly to the Department of Organization and Personnel of the Government Inspectorate or send them by post.
- Step 1: Prepare documents and request consideration for awarding commemorative medals
+ Heads of units under the Government Inspectorate, the Chief Inspector of the Ministry, and the Chief Inspector of the Province are responsible for preparing documents and recommending awards of medals to qualified individuals.
+ Send an official dispatch with a list of requests for consideration for awarding commemorative medals to the Department of Personnel and Organization and the Government Inspectorate before September 1 every year.
- Step 2: Compile documents and request consideration for awarding commemorative medals
The Government Inspectorate and Personnel Organization Department is responsible for synthesizing dossiers requesting the award of medals to submit to the Emulation and Commendation Council of the inspection industry for appraisal before October 30 every year.
- Step 3: Review and appraise the dossier requesting consideration for awarding a medal
Standing member of the Emulation and Reward Council of the Inspection industry is responsible for reviewing and appraising documents and requesting the Emulation and Reward Council of the inspection industry to consider and submit them to the Government Inspector General for consideration and the decision to award medals to individuals who meet the conditions and standards.
- Step 4: Issue the decision to award commemorative medals
The Government Inspector General signed a decision to award commemorative medals to individuals who meet the conditions and standards and organize the awarding on the occasion of the traditional day of the Vietnamese Inspectorate (November 23 every year).
Processing time: From September 1 to October 30 every year.
(i) Officials, civil servants, public employees, officers, non-commissioned officers, and workers who have been working in State Inspection agencies, including:
- Leader of the Government Inspectorate;
- Civil servants, public employees, and workers working at the Government Inspectorate;
- Civil servants, public employees, and workers working at State Inspection organizations under ministries and ministerial-level agencies (hereinafter collectively referred to as Ministry Inspectorates), including:
+ Civil servants, public employees, and workers working at the Ministry Inspectorate;
+ Civil servants, public employees, and workers working at State Inspection agencies under general departments, departments and equivalents according to the provisions of the Government's Decrees stipulating the organization and operations of the Inspectorate;
+ Officers, non-commissioned officers, and workers working at State Inspection agencies according to the provisions of the Government's Decrees on the organization and operation of the National Defense Inspectorate and the Police Inspectorate.
- Civil servants, public employees, and workers working at the Inspectorate of provinces and centrally run cities (hereinafter collectively referred to as the Provincial Inspectorate);
- Civil servants, public employees, and workers working at the Department Inspectorate and the equivalent (hereinafter referred to as the Department Inspectorate);
- Civil servants, public employees, and workers working at the Inspectorate of districts, districts, towns, provincial cities, and cities under centrally run cities (hereinafter collectively referred to as District Inspectors).
(ii) Individuals with achievements in leadership and direction contributing to the cause of building and developing the Vietnamese Inspection industry, including:
- Leaders of the Vietnam Fatherland Front, leaders of political and social organizations at the central level;
- Leaders of ministries and ministerial-level agencies;
- Secretary, Deputy Secretary of the Provincial Party Committee, Centrally-run city Party Committee; Chairman, Vice Chairman of the People's Council, People's Committee of provinces and centrally-run cities;
- Leaders of the Fatherland Front, leaders of socio-political organizations in provinces and centrally run cities; Secretary, Deputy Secretary of District Party Committee, District Party Committee, Town Party Committee, City Party Committee of provincial cities; Chairman, Vice Chairman of the People's Council, People's Committee of the district, town, and provincial city;
- Director, Deputy Director of the Department, or equivalent.
(iii) Individuals who are overseas Vietnamese or foreigners who have contributed to the cause of building and developing the Vietnamese Inspection industry.
(iv) Other cases at the request of departments, agencies, and units under the Government Inspectorate and the Standing Council of Emulation and Commendation of the Inspectorate sector.
