Procedures for assessing and classifying the quality of civil servants in Vietnam according to Article 18 of Decree 90/2020/ND-CP are as follows:
- For civil servants who are heads of agencies, organizations, or units:
+ Civil servants self-evaluate and grade quality.
Civil servants make self-assessment reports, receive the rating of work results according to their assigned responsibilities and tasks according to Form No. 02 of the Appendix issued together with Decree 90/2020/ND-CP.
+ Comments and evaluations of civil servants
Holding a meeting at the agency, organization, or unit where the civil servant works to comment on and evaluate the civil servant.
Participants in the meeting include all civil servants of agencies, organizations, and units.
In cases where an agency, organization, or unit has a constituent unit, the composition includes: collective leaders of agencies, organizations, and units, representatives of party committees, trade unions, youth unions of the same level; and heads of constituent units. For large-scale agencies, organizations, and units, the heads of the constituent units may give their opinions in writing.
The civil servant presents the report on self-assessment of the work results at the meeting, and the members attending the meeting give comments. The opinions must be recorded in the minutes and approved at the meeting.
+ Collect comments and evaluations from the party committees of agencies, organizations, and units where the civil servants work.
+ Reviewing, deciding to evaluate, and classifying the quality of civil servants
The advisory body on personnel work of the agency competent to evaluate and synthesize comments and assessments specified at Points b and c, Clause 1, Article 18 of Decree 90/2020/ND-CP and related documents (if any), proposes evaluation contents and quality ratings for civil servants.
Competent authorities decide to evaluate and classify the quality of civil servants.
+ The level competent to evaluate civil servants shall notify the civil servant in writing and publicly announce the results of the evaluation and quality rating; decide on the form of publicity in the agency, organization, or unit where the civil servant works, with priority given to the application of the form of publicity in the electronic environment.
- For deputies of the head and civil servants under the management of the head:
+ Civil servants self-evaluate and grade quality.

For large-scale agencies, organizations, and units, the heads of the constituent units may give their opinions in writing.
The civil servant presents the report on self-assessment of the work results at the meeting, and the members attending the meeting give comments. The opinions must be recorded in the minutes and approved at the meeting.
+ Collecting comments and evaluations from the party committees of agencies, organizations, and units where the civil servants work with respect to the head's deputy level.
+ Reviewing, deciding to evaluate, and classifying the quality of civil servants
For civil servants who are deputies of the head, the heads of agencies, organizations, or units shall base themselves on the comments and assessments specified at Points b and c, Clause 2, Article 18 of Decree 90/2020/ND-CP, and related documents (if any) to decide on the content of the assessment and quality rating for civil servants.
For civil servants under the management of the head, the heads of agencies, organizations, or units shall, based on opinions at the comment and evaluation meeting specified at Point b of this Clause, decide on the evaluation content and the quality rating level for civil servants.
+ The level competent to evaluate shall notify the civil servant in writing and make a public announcement in the agency, organization, or unit where the public official works on the results of the assessment and quality classification; decide on the form of publicity in the agency, organization, or unit where the civil servant works, in which priority is given to the application of the form of publicity in the electronic environment.
Criteria for grading the quality of civil servants at the level of excellent completion of tasks in Vietnam according to Article 8 of Decree 90/2020/ND-CP are as follows:
- Civil servants who do not hold leadership or management positions but who meet all of the following criteria shall be classified as having excellent completion of tasks:
+ Well implement the provisions of Clauses 1, 2, 3, and 4, Article 3 of Decree 90/2020/ND-CP;
+ Complete 100% of tasks according to the provisions of law, according to the set plan, or according to the specific tasks assigned to ensure on-time, quality, and high efficiency, where at least 50% of the tasks are overcompleted.
- Civil servants holding leadership and management positions who meet all of the following criteria shall be classified as having excellent completion of tasks:
+ Well implement the provisions of Clauses 1, 2, 3, 4, and Point a, Clause 5, Article 3 of Decree 90/2020/ND-CP;
+ The criteria for the results of the performance of tasks as prescribed by law, according to the set plan or according to the specific tasks assigned, are completed on schedule, ensuring quality and high efficiency;
+ Leading, directing, and operating agencies, organizations, units, sectors, or fields of work assigned in charge of completing all targets and tasks in which at least 50% of targets and tasks are exceeded;
+ 100% of agencies, organizations, and units under their direct management competence are assessed to have completed their tasks or more, of which at least 70% have completed their tasks well or successfully.
