Regarding this issue, LawNet would like to answer as follows:

Procedures for applying for the Ta Quang Buu award starting October 1, 2023, are specified in Decision 2012/QD-BKHCN in 2023 as follows:

1. Application for consideration for the Ta Quang Buu award

- Request to consider awarding the Ta Quang Buu Award according to Form TQB01 specified in the Appendix issued with Circular 18/2023/TT-BKHCN.

- Copies of one (01) to three (03) international scientific articles that meet the regulations in Clause 2, Article 7 of Circular 18/2023/TT-BKHCN;

- Letter of recommendation from the scientist nominated for consideration for the Ta Quang Buu Award according to Form TQB02 specified in the Appendix issued with Circular 18/2023/TT-BKHCN and other related documents (if any);

- A letter of introduction from an international scientist with the same expertise as the research in the application for consideration for the Award (if any).

Organizations and individuals carrying out administrative procedures declare documents through the Administrative Procedures Information System of the Ministry of Science and Technology or submit documents directly or via public postal service to the award's standing agency: the National Science and Technology Development Fund under the Ministry of Science and Technology.

2. Procedures for applying for the Ta Quang Buu Award in Vietnam

Step 1: Organizations and individuals nominating scientists for consideration for awards prepare 01 set of documents according to regulations and send them to the Ministry of Science and Technology.

Step 2: Receive and organize the evaluation and selection of applications.

- The National Science and Technology Development Fund is responsible for organizing the evaluation of applications for awards at the Industry Science Councils and the Award Councils within three (03) months from the closing date of the application.

- Within fifteen (15) days from the date of the evaluation results of the Award Council, the Award Organizing Committee completes the dossier and submits it to the Minister of Science and Technology to decide on awarding the Award.

Step 3: Notify the scientist considered for the award.

- Information about scientists awarded awards is posted on the electronic information portal of the Ministry of Science and Technology and the National Foundation for Science and Technology Development within seven (07) working days from the date the Minister of Science and Technology signed the decision to award the Award. Information about scientists who were nominated but did not win the Award is not published.

3. Time limit for processing requests for consideration for the Ta Quang Buu award in Vietnam

- The National Science and Technology Development Fund is responsible for organizing the evaluation of applications for awards at the Industry Science Councils and the Award Councils within three (03) months from the closing date of the application.

- Within fifteen (15) days from the date of the evaluation results of the Award Council, the Award Organizing Committee completes the dossier and submits it to the Minister of Science and Technology to decide on awarding the Award.

- Information about scientists awarded awards is posted on the electronic information portal of the Ministry of Science and Technology and the National Foundation for Science and Technology Development within seven (07) working days from the date the Minister of Science and Technology signed the decision to award the Award.

4. Conditions for awarding the Ta Quang Buu award in Vietnam

Scientists to be considered for the Award must meet the following standards:

- Scientist with Vietnamese nationality is nominated by an organization or individual and submits a dossier for consideration for awarding the Award according to regulations.

- Have basic research results that meet the following standards:

+ Made in Vietnam;

+ Be published in international scientific journals for at least one (01) year and no more than seven (07) years from the end of receiving applications for the Award;

+ Be registered to store the results of performing scientific and technological tasks according to the provisions of law in cases where the results of scientific and technological tasks use or receive financial support from the state budget. ;

- Make the most important contribution to the basic research results mentioned in the above point.

- Do not violate the provisions of Article 8 of the Law on Science and Technology.
