Regarding this issue, LawNet would like to answer as follows:

Procedures for admission to full-time military college or university-level training in Vietnam are specified in Decision 3002/QD-BQP in 2023 as follows:

1. Application for admission to full-time military college or university-level training in Vietnam

 Application for admission to full-time military college or university level training include:

- 03 registration forms for pre-qualification according to regulations of the Ministry of National Defense.

- 01 health check card.

- 01 copy of background check and verification.

- 01 certificate of priority for candidates in priority category (if any).

- 04 portrait photos of size 4 x 6cm according to regulations of the Ministry of Defense.

2. Procedures for admission to full-time military colleges and universities in Vietnam

Step 1: Candidates must write their own declaration of forms and pre-qualification documents in the section that requires candidates to self-declare and directly submit pre-qualification documents to the district-level Military Admissions Board (for young people outside the Army), regimental level (for active-duty soldiers) according to the prescribed time limit. When submitting the application for admission, candidates must bring their identity card, citizen identification card, or other identification documents for comparison.

Step 2: The district-level Admissions Committee organizes a pre-qualification examination (by the district-level military service health examination council).

Step 3: The district-level Military Admission Committee organizes political verification, including: The family's economic and political situation; the candidate's personal situation; and the resume provider. Reviewing the application for admission to make specific conclusions on the cases despite the criteria and the cases where the criteria are not met; summarizing the number of qualified candidates for each school; submitting the application and list to the Provincial Military Admission Board; In the event that the candidate is not eligible for admission, the specific reason must be communicated to the candidate.

Step 4: The Provincial Military Admissions Board considers and approves the results of the request at the district level; synthesizes and hands over pre-qualification dossiers, a list of candidates registered for admission, and a list of candidates who have permanent residence in the South but are eligible for standard scores for candidates in the Northern provinces to schools; and reports to the Military Admissions Department of the Ministry of National Defense.

Step 5: The schools organize the evaluation and review of candidates application dossiers:

- The composition of the review team is decided by the President of the School Admission Council, including: security officers, inspectors, and school authorities.

- Organizing the close application review, checking photos, family political background, health examination results, priority policies, and the contents declared in the candidate's application documents, compare with the prescribed criteria to conclude that the candidate is qualified or not.

+ In case the candidate's background is verified by the candidate's self-declaration, self-certification from the local party committee; local party committees make unclear conclusions about political history and development conditions in the Communist Party of Vietnam; If the application is not affixed with a photo, stamp, or seal, the School Admission Council shall return the application to the local Admissions Committee to supplement and complete according to regulations.

+ In case of doubt, or unclear content, the School Admission Council must request the Admissions Committee of the localities applying for verification to clarify.

+ In case the candidate is a young person outside the Army who has submitted an application for admission and, through the review of the schools, it is concluded that they are not eligible to apply, the schools must notify the Military Admissions Committee where the candidate registers and the candidate knows.

- Summarizing the report on application review results to the Military Admissions Board of the Ministry of National Defense, notify the results of application review to localities before June 20; send the result report to the eligible candidates by June 27 of each year.
