The procedures for admission for undergraduate and college degree programs in early childhood education in Vietnam are stipulated in Part II, issued together with Decision 1864/QD-BGDDT of 2022 as follows:

Step 1: Register for admission

(1) Direct admission subjects:

Based on the announced enrollment scheme, the training institutions organize the registration for candidates eligible for direct admission as per the regulations in Article 8 of this Regulation, either online or directly at the training institutions.

(2) Early admission subjects:

- Training institutions plan early admissions for certain enrollment methods, allowing candidates to register online or directly at the training institutions.

- Candidates who have already applied to a training institution under the early admission plan must continue to register their preferences on the system following the general plan of the Ministry of Education and Training.

(3) Subjects applying under the general plan:

- Candidates applying for the first round of regular training (including those who have already applied under the training institution’s early admission plan) should register for admission on the system (through the Ministry of Education and Training's Enrollment Information Portal or the National Public Service Portal) according to the general plan and instructions of the Ministry of Education and Training.

- Candidates can register multiple preferences in various majors and institutions without any limit on quantity, but they must prioritize their preferences from high to low. In cases where multiple preferences meet admission criteria, candidates will only be recognized and admitted to the highest preference.

- Candidates can express their preferences through selections on the enrollment support system (according to the Ministry of Education and Training's instructions) as follows:

+ Priority order of preferences (number 1 represents the highest preference);

+ Selection of training institutions, enrollment units (institution code);

+ Selection of major, major group, training program (major code);

+ Selection of enrollment methods (method code);

+ Selection of admission combinations (combination code) for admission methods based on exam results or high school academic results.

- Candidates applying to institutions under the Ministry of Defense or the Ministry of Public Security follow the regulations in this Article and the regulations and guidelines of the Ministry of Defense and the Ministry of Public Security.

Step 2: Local verification office reviews candidate data

- Organize to review, check, and supplement, update personal information, and high school academic results of candidates in the sector database system.

- Check data and guide candidates to provide correct information, including regional and priority group information.-

Support registration for preferences for candidates without conditions to register online.

- Support training institutions with their own admission plans in confirming high school academic results for candidates applying.

Step 3: Pay the admission fee

Complete the payment of the admission fee before finishing the application registration process.

Step 4: Admission processing

(1) Direct admission subjects:

Training institutions conduct direct admission for eligible candidates and announce the results according to the general plan.

(2) Early admission subjects:

Training institutions process admissions for candidates who have completed the application procedures but do not require candidates to confirm admission earlier than scheduled. Training institutions announce and upload the list of eligible candidates (except for the high school graduation condition) on the system to process preferences alongside other admission methods according to the general plan, completed before candidates register on the system.

(3) Subjects applying under the general plan:

- Training institutions independently organize admissions according to their methods and criteria, or voluntarily coordinate in groups to conduct admissions according to common methods and criteria. The Ministry of Education and Training guides the admissions schedule and supports the handling of preferences on the system.

- After the registration period ends, training institutions download information and data from the system to serve the admission process, including preference registration data and high school graduation exam results, and high school academic performance of candidates applying to the training institutions according to admission methods.

- Admission principles:

+ The admission score is determined to ensure the number of admitted candidates matches the announced quota for each major or training program but is not lower than the entry threshold.

+ For a major (or training program) in a specific method and subject combination, all candidates are equally considered based on their scores, regardless of the priority of their registered preferences, except as stipulated in the above point.

+ In case of multiple candidates with the same score at the end of the list, training institutions may use additional criteria such as the priority order of preferences to select higher-priority candidates.

+ Using regional and priority group scores for admissions ensures consistency with the priority scores regulations stipulated in Article 7 of this Regulation.

- After each admission cycle, training institutions upload the list of candidates expected to be eligible for admission to the majors or training programs (according to different admission methods). The preference processing system will automatically remove lower preferences from eligible candidates who meet multiple preferences, returning the list of candidates meeting their highest preference.

- Based on the preference processing results, training institutions repeat the admission process in subsequent cycles, adjusting admission scores to match the quota within the specified timeframe. In the final cycle, training institutions decide the admission scores for the majors and training programs (according to the admission methods) and upload the final list of eligible candidates on the system. Based on the final preference processing results, the training institutions determine the list of admitted candidates.

- Training institutions announce the admission scores (and additional conditions or criteria if any) for the majors and training programs according to the admission methods; organize for candidates to check their individual admission results on the institutions’ information portals (or the coordinating group’s information portal).

Step 5: Notification of admission

- Training institutions send admission notices to successful candidates, clearly stating the necessary procedures for enrollment and the registration method for admission.

Step 6: Confirming enrollment

(1) Direct admission subjects:

- Candidates admitted directly can confirm their enrollment early (when eligible) or according to the general schedule like other candidates; training institutions are not allowed to require mandatory early confirmation of enrollment before the general schedule.

- Candidates admitted directly who have not confirmed enrollment can still use their right to register on the common system to have additional opportunities for admission like other candidates.

(2) Subjects applying under the general plan:

- Candidates confirm their enrollment online on the system before enrolling at the training institution.

- For candidates who do not confirm enrollment within the specified period:

+ If without justifiable reasons, it is considered that candidates refuse admission, and the training institution has the right not to accept them.

+ If due to illness or accident, with a certificate from the district/higher hospital, or due to a natural disaster with certification from the district/higher People's Committee, the training institution will consider whether to accept the candidate or reserve their admission results for future enrollment.

+ If due to mistakes or confusion caused by recruitment officers or candidates themselves, the training institution proactively cooperates with the individuals or organizations involved to review evidence and decide whether to admit the candidates or reserve the admission results for future enrollment.

- Candidates who have confirmed enrollment at one training institution are not allowed to participate in admissions elsewhere or in supplementary admission rounds unless permitted by the training institution.

Step 7: Organizing registration and admissions for supplementary rounds

- Based on the admission quota and the number of admitted candidates confirmed for enrollment in majors and training programs, the admission councils of the training institutions decide on supplementary admissions. Training institutions announce the supplementary admission plans, methods, and registration forms; the admission conditions for majors and programs according to each method, but not lower than previous admission requirements.

- Candidates not admitted or admitted but not yet confirmed for enrollment anywhere can register for supplementary rounds according to the training institutions’ plans and guidelines.

- After each supplementary round, training institutions announce the admission scores (and additional conditions or criteria if any) on the institutions’ information portals for majors and programs according to admission methods; organize for candidates to check their individual admission results; send admission notices and instructions to successful candidates for enrollment.
