Regarding this issue, LawNet responds as follows:
(1) Procedure:
- When transferring vehicle ownership, the vehicle owner must retain the vehicle registration certificate and license plate (not handed over to the organization or individual receiving the ownership transfer) and submit them to the vehicle registration authority to proceed with the revocation procedures. Within 30 days from the date of drafting the ownership transfer documents, the vehicle owner must complete the revocation procedures; if past the aforementioned period without completing the revocation procedures or handing over the registration certificate and license plate to the organization or individual receiving the ownership transfer to proceed with the revocation, the vehicle registration authority shall issue a penalty decision to the owner for non-compliance with the revocation procedures as per regulations;
When relocating from one province or centrally-run city to another (relocating while retaining the owner), the vehicle owner must complete the revocation procedures at the authority managing the vehicle’s records.
- Organizations, individuals receiving ownership transfer, and vehicle owners (in case of relocating while retaining the owner) must complete the vehicle title transfer and relocation procedures at the vehicle registration authority as prescribed.
* Revocation Procedures
Step 1: The vehicle owner declares the revocation form for registration and license plate on the public service portal; provides the online vehicle registration file code; submits the revocation dossier as prescribed in Clause 1, Article 14 of Circular 24/2023/TT-BCA and receives an appointment slip for vehicle registration results;
Step 2: Upon verifying the vehicle records, the vehicle registration authority issues a certificate of revocation for vehicle registration and license plate as prescribed (with an affixed imprint of the vehicle’s engine number, chassis number and the registration authority’s overlapping stamp on the imprints): 01 copy for the vehicle owner; 01 copy to be filed in the vehicle’s records; in case of loss of the vehicle registration certificate, verification will be done following regulations.
* Vehicle Title Transfer and Relocation Procedures
Step 1: Organizations, individuals receiving ownership transfer, and vehicle owners (in case of relocating while retaining the owner): Declare the vehicle registration form as prescribed in Article 9 of Circular 24/2023/TT-BCA; bring the vehicle for inspection, provide the online vehicle registration file code, and submit the dossier as prescribed in Clause 2, Article 14 of Circular 24/2023/TT-BCA;
Step 2: Upon verifying the vehicle’s records and ensuring compliance, the vehicle registration authority issues the license plate as prescribed in Clause 2, Article 12 of Circular 24/2023/TT-BCA; issues an appointment slip for registration results and determines the registration fee;
Step 3: The vehicle owner pays the registration fee on the Ministry of Public Security’s public service portal and receives the license plate (if eligible for license plate issuance as prescribed in Point a, Clause 2, Article 12 of Circular 24/2023/TT-BCA); if the vehicle owner wishes to receive the registration results through postal service, they must register with the public postal service unit;
Step 4: The vehicle owner receives the vehicle registration certificate and license plate (if eligible for license plate issuance as prescribed in Point b, Clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration authority or through the public postal service unit.
In case of relocating while retaining the owner, the license plate shall remain the same (a 05-digit plate); if the old plate is a 3 or 4-digit plate, it must be exchanged for a 05-digit plate according to the regulations in Circular 24/2023/TT-BCA.
(2) Method of implementation:
- Directly at the headquarters of the Traffic Police Department
- Submit the vehicle registration and license plate revocation form on the National Public Service Portal or the Ministry of Public Security’s public service portal.
- Directly at the vehicle registration authority where the new registrant has residence for title transfer.
- Submit the vehicle registration form on the National Public Service Portal or the Ministry of Public Security’s public service portal.
- Results can be delivered via postal service or at the vehicle registration authority as per the owner's request.
(3) Documentation required:
* Revocation Dossier
- Revocation form for vehicle registration and license plate;
- The vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA;
- 02 imprints of the vehicle’s engine number and chassis number;
- Vehicle registration certificate;
- License plate;
In case of relocating while retaining the owner, the vehicle owner is not required to return the license plate unless the registered plate is a 3 or 4-digit plate, then it must be returned;
In case the vehicle registration certificate or license plate is lost, the reason must be clearly stated in the revocation form;
- A copy of the transfer document as prescribed in Clause 2, Article 11 Circular 24/2023/TT-BCA (except for the case of relocating while retaining the owner).
* Vehicle Title Transfer and Relocation Dossier
- Vehicle registration form;
- The vehicle owner's documents as prescribed;
- Transfer document as prescribed (except for the case of relocating while retaining the owner);
- Pre-registration tax documentation as prescribed;
- Certificate of revocation for vehicle registration and license plate.
(4) Processing time:
- Issuing the certificate of revocation for vehicle registration and license plate: Not more than 02 working days (for issuing the certificate of revocation for vehicle registration and license plate), from the date of receiving a complete valid dossier.
- Issuing vehicle registration certificate: Not more than 02 working days, from the date of receiving a complete valid dossier
- Issuing a new identification license plate: Immediately after receiving a complete valid vehicle registration dossier.
- Reissuing an identification license plate: Not more than 07 working days, from the date of receiving a complete valid dossier.
- The time for returning vehicle registration results according to the regulations is calculated from the date of receiving a complete valid dossier and the vehicle registration and management system has received confirmation of the completed registration fee payment from the public service portal.
- In case of loss of vehicle registration certificate during the revocation procedure, the verification period is 30 days.
