This content is guided in Decision 507/QD-BNV of 2023 announcing internal administrative procedures among State administrative agencies under the management functions of the Ministry of Home Affairs of Vietnam.

(1) Order of execution:

- Step 1: Offices of ministries, ministerial-level agencies, and agencies attached to the government; Supreme People's Procuracy, Supreme People's Court, State Audit; Archives Office of the Party Central Committee, Office of socio-political organizations; Departments of Home Affairs of provinces and centrally run cities; Corporations, state economic groups receive dossiers of requests for consideration and award of Medals from individuals under their management competence and agencies and organizations in vertical sectors, check and compare them with prescribed standards. , compile dossiers of qualified individuals, report them to management agencies for consideration, and send them to the State Archives and Records Administration before August 30 every year.

- Step 2: The Department of State Records and Archives synthesizes and evaluates the application for the award of the Medal and sends it to the Ministry of Home Affairs before October 30 every year.

- Step 3: The Office of the Ministry of Home Affairs receives and appraises the application dossiers of the units, reports to the Standing Committee of the Emulation and Commendation Council of the Ministry of Home Affairs for consideration and submission to the Minister of Home Affairs for decision.

(2) How to do it:

- Direct;

- Via postal service;

- Online.

(3) Composition, number of records:

Profile composition:

+ The unit's report;

+ List of requests for medals;

+ Statement of achievements and working history for individuals in the industry;

+ A copy of the decision on commendation or recognition for the cases prioritized for consideration as prescribed in Clause 1, Article 10 of Circular 14/2019/TT-BNV dated November 15, 2019 of the Minister of Home Affairs.

- Number of documents: 02 sets.

(4) Time limit for settlement: Within 30 days from the date of receipt of a complete and correct application for commendation.

(5) Subjects carrying out administrative procedures:

- Individuals who have been working in the clerical and archival industry:

+ Civil servants, public employees, and employees working at units under and under the State Department of Records and Archives.

+ Civil servants, public employees, and employees working at the Sub-Department of Records and Archives or the Advisory Office to assist the Department of Home Affairs in performing the state management of records and archives and at the historical archiving centers of the provinces and centrally-run cities.

+ Civil servants doing advisory work to perform the function of state management of records and archives at district level.

+ Cadres, civil servants, public employees, full-time or part-time workers for clerical and archival work in Party, State, and Vietnam Fatherland Front agencies, socio-political organizations, public non-business units; social organizations, professional social organizations; corporations, and economic groups established under the Prime Minister's decision.

- Leaders of the Party and State; Leaders of ministries, departments, branches, Vietnam Fatherland Front, socio-political organizations at the central level; leaders of provinces and centrally run cities; Leaders of corporations and economic groups established under the Prime Minister's decision; Leaders of departments and general departments under ministries and branches; leaders of departments, departments and branches under the People's Committees of provinces and centrally run cities; Leaders of socio-political organizations at provincial level; Leaders of districts, urban districts, towns, provincial cities and centrally run cities have contributed in the process of general construction and development of the field of Records and Archives.

- Foreign individuals and overseas Vietnamese who have contributed to building and consolidating a comprehensive, friendly, cooperative relationship with the Ministry of Home Affairs or in the field of Records and Archives.

- Citizens with meritorious contributions in the process of general construction and development of the Ministry of Home Affairs or in the field of Records and Archives.

- Other cases as decided by the Minister of Home Affairs.

Outcomes of administrative procedures:

- Decision of the Minister of Home Affairs to award the Medal "For the cause of State Organization";

- Certificate of Commemorative Medal "For the cause of Archives and Records" with the logo (logo) of the State Department of Records and Archives.
