The arrangement for use in a position suitable for the Army when performing military service must ensure the principles specified in Clause 2 of Article 4 of Circular 220/2016/TT-BQP, specifically as follows:
- Arranging non-commissioned officers and soldiers with professional and technical professions and occupations in the right positions and titles, which are staffed, not stacked;
- Arranging non-commissioned officers and soldiers with professional and technical qualifications from high to low; give priority to professional and technical professions and occupations that the Army has not trained;
- Non-commissioned officers and soldiers with professional and technical professions and occupations must be trained and fostered in military knowledge before being deployed to their positions.
Specifically, in Article 3 of Circular 220/2016/TT-BQP, priority is given to professional and technical professions and occupations in working positions suitable to the needs of the army when performing military service. including:
* College or university degree
- Computer science; Communications and computer networks; Software technology; Information system; Network security and safety;
- Civil law and civil procedure; Criminal law and criminal procedure; Economic law; International law;
- Environmental science; Meteorology; Hydrological; Oceanography;
- Foreign language and culture: English; France; Russia; Virtue; China; Japan; Korea and Southeast Asian countries;
- Language and culture of Vietnam's ethnic minorities;
- Film and television technology; Museum; Film; Sound and light design; Dance; Vocals; Musical instrument; Photography;
- Records - Archives;
- Sports;
- Finance; Accountant;
- Food and food processing;
- General Health; Preventive medicine; Traditional medicine; Imaging techniques; Test; Pharmacy; Pharmaceutical; Nursing, Teeth - Jaw - Face;

According to Clause 1, Article 13 of the Law on Military Service 2015, citizens in any of the following cases must not register for military service:
- Any citizen who is facing criminal prosecution; serving the prison sentence, non-custodial re-education, bearing surveillance or citizen who has carried out the prison sentence but without expunging of criminal record;
- Any citizen who is bearing education at communes or is being at reform school, compulsory re-education schools, compulsory detoxification centers;
- Any citizen whose right to serve in People’s armed forces is revoked.
