Regarding this issue, LawNet would like to answer as follows:

Principles of fire prevention and rescue at the Ministry of Education and Training in Vietnam

According to Article 2 of the Regulations issued with Decision 2533/QD-BGDDT, the principles of fire prevention and rescue at the Ministry of Education and Training include:

(1) Mobilize the combined strength of units and individuals throughout the Ministry to participate in fire prevention, fighting, and rescue activities; prioritize rescuing victims; and immediately implement measures to ensure the safety of life, health, vehicles, and property of victims and rescue forces.

(2) In fire prevention and rescue activities, prevention is the main priority; we must actively and proactively prevent and minimize fires and damage caused by fires to ensure quick, timely, effective, and unified command and control of fire prevention, fighting, and rescue activities.

(3) Prepare forces, means, plans, and other conditions so that when a fire occurs, firefighting and rescue can be timely and effective.

(4) All fire prevention, fighting, and rescue activities must first be carried out and resolved mainly with on-site forces and means; The specialized force acts as the core, mobilizing other forces to participate in fire prevention, fighting, and rescue.

+ Rescue is the activity of saving victims from dangers that threaten their health and lives due to incidents or accidents, including: detecting, locating, and opening access to victims; arranging vehicles, tools, and rescue forces; identifying, preventing, and eliminating factors that threaten the life and health of victims and rescue forces; providing advice on initial medical measures and first aid; removing the victim from a dangerous position; and taking other measures to bring the victim to a safe position.

+ Rescue is the activity of saving vehicles and property from danger due to incidents or accidents, including: detecting, locating, and opening access to distressed vehicles and assets; arranging vehicles, tools, and rescue forces; identifying, preventing, and eliminating dangerous factors that threaten the safety of vehicles, property, and the health and life of rescue forces; removing vehicles and assets from dangerous locations; and taking other measures to bring vehicles and assets to a safe location.

Prohibited acts in fire prevention and rescue at the Ministry of Education and Training in Vietnam

Prohibited acts in fire prevention, fighting, and rescue at the Ministry of Education and Training are as follows:

- Intentionally causing fires or explosions to harm human life, health, vehicle safety, and property for personal gain; causing damage to property of the state, agencies, organizations, and individuals; adverse effects on the environment, security, order, and safety of the Ministry's agencies.

- Obstructing fire prevention and rescue activities; against people performing fire prevention and fighting and rescue tasks.

- Taking advantage of fire prevention and fighting and rescue activities to harm human life and health; infringing on the property of the State, agencies, organizations, and individuals.

- Intentionally reporting false fires or accidents.

- Illegally producing, storing, transporting, preserving, using, and trading substances dangerous to fire and explosion; serious violations of regulations on the management and use of fire sources, heat sources, fire prevention, and fighting standards prescribed by the State.

- Construction of works that are at risk of fire or explosion without approved designs for fire prevention and rescue; Accept and put into use works that are at risk of fire or explosion when they do not meet the conditions to ensure fire safety and rescue.

- Damaging, arbitrarily changing, or moving vehicles, fire prevention and rescue equipment, signs, instructions, and escape routes.

- Other acts violating the provisions of the Law on Fire Prevention and Fighting.
