Policies for Reserve Soldiers in 2018 (Draft)

The National Assembly is currently seeking public opinions on the Draft Law on Mobilized Reserve Forces, expected to be promulgated in 2018. The subjects who are reserve military personnel may be entitled to the following policies:

Management Responsibility Allowance Regime

Reservists holding commanding roles in reserve mobilization units organized from the rank of squad leader or equivalent upwards are entitled to receive a management responsibility allowance quarterly, calculated as a coefficient relative to the minimum wage as follows:

- Squad leader: 0.25- Deputy platoon leader: 0.28- Platoon leader: 0.30- Deputy company commander, deputy political commissar: 0.35- Company commander, company political commissar: 0.40- Deputy battalion commander, deputy political commissar: 0.45- Battalion commander, battalion political commissar: 0.50- Deputy regiment commander, deputy political commissar of regiment: 0.55- Regiment commander, regiment political commissar: 0.60.

Allowance Regime in Reserve Mobilization Units

Reservists placed into Reserve Mobilization Units are entitled to the following allowance policies:

- Each reserve officer is entitled to a coefficient of 0.3 relative to the minimum wage per quarter.- Each professional soldier, non-commissioned officer, and reserve soldier is entitled to a coefficient of 0.3 relative to the minimum wage per year.

Reservists who receive the management responsibility allowance are not entitled to allowances in Reserve Mobilization Units.

Policy Regime During Training Drills and Inspections

Regarding salary and allowance policies:

- Reservists who receive salaries from the State budget retain full pay and allowances, benefits, travel allowances, and transportation expenses per current policies for public employees on business trips.- Other reservists receive an allowance from the military unit equal to the rank salary of officers, professional soldiers, or the rank allowance of non-commissioned officers, soldiers, including transportation expenses and travel allowances as for active-duty soldiers.

Reservists are provided or lent military attire, some personal effects, and funding.

For reservists called up during a vacation period, remaining vacation days are continued afterward or at a suitable time. If the mobilization coincides with upgrade exams, end-of-term exams, completion exams for part-time studies, or special difficulties certified by their workplace or local People’s Committee, they are granted a training postponement.

Reservists enjoy the current social insurance (BHXH) and health insurance (BHYT) policies. Reservists not yet participating in BHXH and BHYT are provided State support.

In the event of injury or death confirmed as a war invalid or martyr, the reservist and their family receive preferential policies for people with meritorious service according to current regulations.

Training time is counted towards social insurance contribution time.

Achievements during mobilization training are considered for commendation per current regulations and counted towards the unit's emulation achievements.

Policy Regime for Reservist Families During Mobilization Training

Families of reserve officers who have served on active duty, families of reserve professional soldiers, and families of first-class reserve non-commissioned officers and soldiers are entitled to an allowance as follows:

- For reservists receiving salaries from the State budget, families are entitled to a daily allowance calculated as a coefficient of 0.05 relative to the minimum wage.- For other reservists, families are entitled to a daily allowance calculated as a coefficient of 0.1 relative to the minimum wage.

Families of reserve officers who have not served on active duty, families of second-class reserve non-commissioned officers, and soldiers are entitled to an allowance as follows:

- For reservists receiving salaries from the State budget, families are entitled to a daily allowance calculated as a coefficient of 0.025 relative to the minimum wage.- For other reservists, families are entitled to a daily allowance calculated as a coefficient of 0.05 relative to the minimum wage.

Policy Regime When Mobilized for Duty

Reservists enjoy similar policies as active-duty soldiers when mobilized, and families receive an additional allowance as for reservists in mobilization training.
