On August 15, 2024, the Minister of Transport of Vietnam issued Decision 1017/QD-BGTVT regarding the Plan for implementing the National Strategy on attracting and utilizing talents by 2030, with a vision to 2050.

(1) Purpose and Requirements

- To continue implementing the guidelines and policies of the Communist Party and the State's legal policies, effectively implement the National Strategy on Talent Attraction and Utilization as per Decision 899/QD-TTg dated July 3, 2023, by the Prime Minister of the Government of Vietnam. To specifically determine strategic tasks and solutions to attract talent to work in agencies and units under the Ministry of Transport.

- The plan serves as a basis for agencies and units under the Ministry to apply and implement the Strategy in accordance with their functions and tasks, aiming to achieve the objectives in the Plan, contributing to fulfilling the objectives in the Strategy set by the Prime Minister of the Government of Vietnam.

- Thoroughly comprehend and fully implement the guidelines and orientations of the Communist Party on talent; effectively deploy breakthrough policies to attract and utilize talent, ensuring feasibility and sustainability.

- Promote democracy, emphasize the responsibility of leaders, and those who introduce and nominate talents; focus on the principles of transparency and openness in introducing, nominating, and selecting talents. Ensure close, consistent coordination between agencies, units, and organizations in discovering and nominating talents, along with implementing policies for utilizing talent.

(2) Objectives

* General Objectives

Develop and effectively implement breakthrough policies and solutions to attract and utilize talent by 2030, with a vision to 2050 in the sectors of transportation (GTVT), especially in the development of traffic infrastructure (KCHTGT), transportation, management, and maintenance of KCHTGT, ... aiming to fully master technology in each sector. Thereby, contributing to accelerating the industrialization and modernization of the country and international integration, achieving the country's development goals by 2030, with a vision to 2050.

* Specific Objectives

- Objectives by 2025:

+ By the end of Q4/2024, 100% of agencies and units under the Ministry of Transport must issue plans to attract and utilize talent in accordance with the Strategy and the actual requirements of each sector and field of management.

+ In 2025, aim to attract talent to work in agencies and units under the Ministry to reach 10% of total new recruits.

- Objectives by 2030, with a vision to 2050:

+ Strive for the proportion of talent attracted to work in agencies and units under the Ministry not to be less than 20% of total new recruits annually. Prioritize attracting talent to work in fields: traffic infrastructure development according to approved strategies and plans; research and application of scientific and technological advances in the development of transportation modes, logistics.

+ Strive for 100% of talent to continue working after 5 years of being attracted and utilized in agencies, organizations, and units of the Ministry of Transport; strive for the proportion of talents trained and fostered to reach 30% by 2025 ; reaching 60% by 2030 to ultimately reach 100% by 2050.

(3) Implementation Funding

- Implementation funding includes funds from the state budget, enterprise capital, and other legal supports, sponsorships, and mobilized funds as per legal regulations.

- Annually, based on recruitment needs, agencies, and units will develop plans, estimate budgets, and report to the Ministry of Transport for consideration; thereby issuing and organizing the implementation plan to ensure synchronization, in line with the overall plan of the Ministry of Transport and current practices at agencies and units in Vietnam.
