On June 7, 2024, the Minister of Information and Communications of Vietnam issued Decision 934/QD-BTTTT approving the Plan for the Implementation of Decision 505/QD-TTg on National Digital Transformation Day 2024.

Plan for the Implementation of National Digital Transformation Day 2024 in Vietnam

Specifically, activities organized by the Ministry of Information and Communications to respond to National Digital Transformation Day 2024 are as follows:

(1) National Digital Transformation Department to lead:

- Develop the Message for National Digital Transformation Day 2024, submit it to the Minister for review and approval before September 15, 2024.

- Develop communication campaigns across mass media in various forms such as: News, articles, writing, producing programs, documentaries, reports, discussions, dialogues, thematic discussions, and in-depth coverage on the press system, electronic newspapers, information portals, online forums, intranets… from September 15 - October 31, 2024; cooperate with Press Department, Broadcasting Department and Electronic Information, Foreign Information Department, Grassroots Information Department to guide the implementation of information and propaganda work; update and upload news, events on National Digital Transformation Day to the National Digital Transformation Program portal to reflect to readers in and outside the country the activities responding to National Digital Transformation Day 2024.

- Coordinate with IT associations to launch organizations and individuals to innovate and develop digital applications to develop the digital economy 2024; organize to honor outstanding digital applications to develop the digital economy, complete before October 10, 2024.

- Coordinate with Ministries, sectors, and localities to launch and implement a campaign to "go door to door, guide each person to use services, applications to develop the digital economy" by the Community Digital Technology Team nationwide for 10 days (October 1, 2024 - October 10, 2024).

- Coordinate with Ministries, sectors, localities to organize a dialogue between the Prime Minister of the Government of Vietnam with individuals, businesses, and outstanding members of the Community Digital Technology Team nationwide on October 10, 2024.- Coordinate with Ministries, sectors, localities, associations, and businesses to search for and propose honoring outstanding public services, complete before October 10, 2024.

- Coordinate with relevant Ministries, sectors, associations, professional associations, Vietnam Television, Voice of Vietnam, press agencies, and businesses to organize events responding to National Digital Transformation Day throughout October 2024.

- Summarize and publicly post detailed information about activities responding to National Digital Transformation Day, preferential policies, discounts, encouraging people and businesses to use digital products, services, data submitted by agencies and units on the National Digital Transformation Program portal.

(2) Digital Economy and Digital Society Department to lead, cooperate with the National Digital Transformation Department, related associations, and businesses to organize a seminar to assess the impact of digital technology, digital platforms on society from September 15 - October 10, 2024, or throughout October 2024.

(3) International Cooperation Department to lead, propose to spread the Message of National Digital Transformation Day through bilateral and multilateral cooperation channels, complete before October 10, 2024.

(4) Department of Information and Communication Technology Industry to lead, coordinate with associations, professional associations, IT industry enterprises to organize the "Make in Vietnam Digital Products" award or organize the National Forum for the Development of Vietnamese Digital Technology Businesses, a seminar to promote 5G technology products from September 15 - October 10, 2024, or throughout October 2024.

(5) Telecommunications Department to lead, urge telecommunication service providers to strongly manage subscriber information, handle SIMs with non-conforming information; simultaneously have activities responding to this Plan and other creative activities initiated by telecommunication service providers.

(6) Information Security Department to lead, direct professional associations, information security enterprises to organize activities responding from September 15 - October 10, 2024, or throughout October 2024, including activities responding to this Plan and other creative activities initiated by enterprises.

(7) Press Department to cooperate with the Central Propaganda Department and related units to direct and orient press agencies to intensify propaganda responding to National Digital Transformation Day 2024 with the theme "Developing the digital economy to create motivation for rapid and sustainable socio-economic development".

(8) Publishing, Printing and Distribution Department to lead, direct agencies, organizations, publishers, associations, professional associations, enterprises operating in the publishing, printing and distribution of books to launch, introduce publications on information technology industry, "Make in Vietnam" digital technology products, digital economy development, green economy, circular economy, e-commerce,… from September 1 - October 10, 2024, or throughout October 2024.

(9) Broadcasting Department and Electronic Information to cooperate with related organizations, enterprises to encourage licensed social network platforms, communication channels, multi-channel networks, influencers (KOLs) on social networks to intensify the production of content responding to National Digital Transformation Day.

(10) National Electronic Authentication Center to lead, urge certification service providers to have policies to promote, support people to use and digitally sign; organize other response activities from September 15 - October 10, 2024, or throughout October 2024, including activities responding to this Plan and other creative activities initiated by enterprises.

(11) Vietnam Post, Vietnam Multimedia Corporation to take the lead, actively organize activities responding to National Digital Transformation Day from September 15 - October 10, 2024, including activities responding to this Plan and other creative activities initiated by enterprises.

Vietnam Post Corporation has plans to spread the Message, welcome National Digital Transformation Day at its service points in forms such as banners, slogans, promotional screens; on the portal system, licensed social media channels of the Corporation and Post Offices in provinces and cities.

Develop promotion programs for customers using products, services, especially preferential policies for online transactions, cashless payments via Postpay wallets, shopping on the Buudien.vn e-commerce platform from September 15 - October 10, 2024, or throughout October 2024.

(12) Vietnam Internet Network Information Center to cooperate with organizations, groups, professional associations, the national domain name registrar system to implement the "National '.vn' domain name popularization" program, especially for students, businesses, households; organize activities responding from September 15 - October 10, 2024, including activities responding to this Plan and other creative activities initiated by enterprises.

(13) VietNamNet Electronic Newspaper, Information and Communications Magazine and press, publishing units continuously update news on responding activities of Ministries, Central Authorities, and local authorities to National Digital Transformation Day; actively conduct propagation and dissemination of the National Digital Transformation Day Message.

(14) Grassroots Information Department to lead, guide the Information and Communications Departments of provinces and centrally run cities to direct district-level radio - television stations, commune-level radio stations, and other types of grassroots information to organize information, propagate about National Digital Transformation Day; from September 15 - October 10, 2024, or throughout October 2024.

(15) Information Center to lead:

- Coordinate with related units to update and post information, news, and events of National Digital Transformation Day on the Ministry of Information and Communications communication channels, including: Ministry of Information and Communications portal, Ministry of Information and Communications Facebook page, Ministry of Information and Communications Zalo OA information channel to propagate and reflect to readers in and outside the country on activities responding to National Digital Transformation Day.- Integrate some contents of the National Digital Transformation Day 2024 Plan of public interest to provide information to the press at the regular Press Conference of the Ministry of Information and Communications in October 2024.

(16) VietNamNet Electronic Newspaper and Posts and Telecommunications Institute of Technology each lead to organize at least one community activity to raise awareness of people, students, trainees about digital transformation, ensuring it is in line with the spirit of National Digital Transformation Day 2024 from September 15 - October 10, 2024.

(17) Planning and Finance Department advises and proposes to the Ministry's leadership on funding allocation for activities implemented by the Ministry of Information and Communications in response to National Digital Transformation Day, ensuring practical, effective, and conformable implementations.

(18) Agencies and units under the Ministry of Information and Communications to proactively base their activities and events on this Plan to respond to National Digital Transformation Day from September 15 - October 10, 2024, or throughout October 2024.

(19) Agencies and units under the Ministry of Information and Communications to send the National Digital Transformation Department detailed information about activities responding to National Digital Transformation Day, preferential policies, discounts, encouraging people and businesses to use digital products, services, data in their responsible fields before September 15, 2024, for summarizing and publicizing on the National Digital Transformation Program portal.
