Below are the regulations on the paces where ID cards are issued, replaced or re-issued in Vietnam according to the Identity Law 2023.

1. Places where ID cards are issued, replaced or re-issued in Vietnam

The Places where ID cards are issued, replaced or re-issued in Vietnam according to Article 27 of the Law on Identification 2023 is as follows:

- The identity management agency of the district-level police in a district, town, provincial city, or city under the central government where the citizen resides.

- The identity management agency of the Provincial or City Police under the central government where the citizen resides.

- The identity management agency of the Ministry of Public Security for cases decided by the head of the identity management agency of the Ministry of Public Security.

- In necessary cases, the identity management agencies specified in clauses 1 and 2 of Article 27 of the Law on Identification 2023 shall organize identity card issuance procedures at the commune, ward, commune-level town, agency, unit, or citizen's residence.

2. Regulations on revocation and seizure of ID cards in Vietnam 

Regulations on revocation and seizure of ID cards according to Article 29 of the Law on Identification 2023 are as follows:

* An identity card will be revoked in the following cases:

- The citizen is stripped of Vietnamese nationality, renounces Vietnamese nationality, or has their decision to acquire Vietnamese nationality annulled.

- The identity card was issued in violation of regulations.

- The identity card has been erased or altered.

* An identity card will be retained in the following cases:

- Persons undergoing judicial measures for education in reform schools; persons serving a decision to apply administrative measures of education in reform schools, mandatory educational establishments, or mandatory rehabilitation centers.

- Persons under temporary detention, custody, or serving a prison sentence.

* During the period of identity card retention, the retaining agency considers allowing the person whose identity card is retained, as specified in clause 2 of Article 29 of the Law on Identification 2023, to use their identity card for transactions or to exercise their legal rights and interests.

* Persons whose identity cards are retained as specified in clause 2 of Article 29 of the Law on Identification 2023 will have their card returned when the retention, custody, or detention period ends or upon the decision to annul the retention, custody, or detention period; upon completing their prison sentence; upon completing judicial measures for education in a reform school; upon completing the decision to apply administrative measures of education in a reform school, mandatory educational establishment, or mandatory rehabilitation center.

* The authority to revoke and retain identity cards is stipulated as follows:

- The identity management agency carries out the revocation of identity cards in the cases specified in clause 1 of Article 29 of the Law on Identification 2023;

- The agency receiving and returning results upon the procedure for stripping Vietnamese nationality, renouncing Vietnamese nationality, or annulling the decision to acquire Vietnamese nationality is responsible for revoking and destroying the citizen's identity card and notifying the identity management agency.

- The agencies executing decisions of temporary custody, detention, or imprisonment sentences; the agencies executing judicial measures for education in reform schools; the agencies executing decisions to apply administrative measures of education in reform schools, mandatory educational establishments, or mandatory rehabilitation centers shall retain the identity card in cases specified in clause 2 of Article 29 of the Law on Identification 2023.

3. Uses of ID cards in Vietnam

The uses of ID cards in Vietnam according to Article 20 of the Law on Identification 2023 is as follows:

- The identity card is valid for proving identity and other information integrated into the card of the cardholder for administrative procedures, public services, transactions, and other activities within the territory of Vietnam.

- The identity card can be used in place of travel documents if the Socialist Republic of Vietnam and foreign countries conclude treaties or international agreements allowing citizens of the signatory countries to use the identity card in place of travel documents within each other's territories.

- The identity card or personal identification number can be used for agencies, organizations, and individuals to verify the cardholder's information in the National Population Database, other national databases, and specialized databases as per the law.

In case the cardholder is required to present their identity card upon the request of competent agencies, organizations, or individuals, these entities cannot request the cardholder to present documents or provide information already printed or integrated into the identity card. If the information has changed from what is on the identity card, the cardholder must provide legal documents and materials proving the changed information.

- The state protects the legal rights and interests of the cardholder in accordance with the law.
