Persons not having names recorded to, crossed out from or added to electoral registers in Vietnam are stipulated in the Law on election of deputies to the National Assembly and People’s councils 2015.

Cases where names cannot be recorded, deleted, or added to the voter list according to Article 30 of the Law on election of deputies to the National Assembly and People’s councils 2015 are as follows:
- Persons deprived of the right to vote according to a legally effective court judgment or decision, persons sentenced to death awaiting execution, persons serving prison sentences without suspension, and persons with civil act incapacitation cannot be listed in the voter list.
- Persons falling under the circumstances stipulated in clause 1, Article 30 of the Law on election of deputies to the National Assembly and People’s councils 2015 who, before 24 hours from the start of voting, have their voting rights restored, are released, or are confirmed by competent authorities as no longer incapacitated are to be added to the voter list and issued voter cards as prescribed in Article 29 of the Law on election of deputies to the National Assembly and People’s councils 2015.
- From the period after the voter list is posted to before 24 hours from the start of voting, those who relocate their permanent residence outside the commune-level administrative unit where they have been listed in the voter list shall have their names removed from the voter list at their old residence and added to the voter list at their new permanent residence to vote for deputies to the National Assembly, provincial, district, and commune-level People's Councils; those moving to temporary residences different from the commune-level administrative unit where they have been listed and wish to vote at the new temporary residence shall have their names removed from the voter list at their old residence and added to the voter list at the new temporary residence to vote for deputies to the National Assembly, provincial, and district-level People's Councils.
- Voters specified in clause 5, Article 29 of the Law on election of deputies to the National Assembly and People’s councils 2015 who, before 24 hours from the start of voting, are released or have completed mandatory education, or compulsory detoxification programs shall have their names removed from the voter list at their previous detention centers, mandatory education centers, or compulsory detoxification establishments and added to the voter list at their registered permanent residence to vote for deputies to the National Assembly, provincial, district, and commune-level People's Councils or added to the voter list at their registered temporary residence to vote for deputies to the National Assembly, provincial, and district-level People's Councils.
- Those already listed in the voter list who, by the start of voting, are deprived of their voting rights by the court, must serve jail sentences, or lose civil act capacity shall have their names removed from the voter list and voter cards revoked by the commune-level People's Committee.
The power to make electoral registers in Vietnam according to Article 31 of the Law on election of deputies to the National Assembly and People’s councils 2015 is as follows:
- Voter lists are compiled by the commune-level People's Committee for each polling area.
For districts without commune-level administrative units, the district People's Committee is responsible for compiling voter lists for each polling area.
- Voter lists within people's armed forces units are compiled by unit commanders according to the armed forces unit to be incorporated into the voter list of the polling area where the unit is stationed. Soldiers with permanent residence registration near the unit can be issued certificates by the unit commanders to be listed in the voter list and participate in voting at their permanent residence. When issuing certifications, unit commanders must immediately record in the armed forces unit's voter list next to the individual's name the phrase "Voting at permanent residence."
