1. Period of land use planning and plan at the district level in Vietnam

According to Clause 3, Article 62 of the Land Law 2024, the period for district-level land use planning is 10 years. The vision for district-level land use planning is 20 years.

2. Guidelines for land use planning and plan at the district level in Vietnam in 2024

* Basis for district-level land use planning include:

- Provincial planning, provincial-level land use planning; urban planning of centrally run cities in the absence of provincial-level land use planning;- Technical and specialized plans;- District-level socio-economic development plans;- Natural, economic, and social conditions of district-level administrative units;- Current land use status, land use changes, land potential, and results of previous district-level land use planning;- Needs and capabilities of land use by sectors, fields, and commune-level People's Committees; For determining homestead land, urban area land, and rural residential land needs based on population forecasts, infrastructure conditions, landscapes, and the environment as prescribed by construction law;- Land use standards, scientific, and technological advancements related to land use.

* Contents of district-level land use planning include:

- Directions for land use to meet socio-economic development requirements; ensuring national defense, security; environmental protection, adaptation to climate change; ensuring alignment and synchronization between land use planning and transportation planning, construction planning, urban planning, rural planning;- Identifying land use targets allocated in provincial-level land use planning shown in information units down to the commune level;- Identifying land use targets based on the land use needs of districts and communes;- Identifying and zoning areas that have been allocated land use targets in provincial-level land use planning according to Points b and dd Clause 2, Article 65 of the Land Law 2024, specifically identifying land areas ensuring land support policies for ethnic minorities;- Identifying boundaries, locations, and areas for sea reclamation used for agricultural and non-agricultural purposes;- Staging district-level land use planning in 5-year periods according to Points b, c, d, and dd, Clause 2, Article 66 of the Land Law 2024;- Solutions and resources to implement land use planning.

* Preparing a district-level land use planning map; developing and updating the district-level land use planning and annual land use plans data into the national land database.

* Districts, cities, district-level towns that belong to centrally run cities, cities, and district-level towns of provinces that already have approved master plans or subdivision plans according to urban planning law do not need to prepare district-level land use plans, but shall rely on the approved master plans or subdivision plans and the land use targets allocated from provincial-level land use plans and local land use targets to prepare annual district-level land use plans.

* For areas not specified in Clause 4, Article 66 of the Land Law 2024 with approved construction, urban, and rural planning, district-level land use planning must update the spatial land use orientation and technical and social infrastructure systems according to the land use planning period.
