Penalties for not attaching license plates, attaching fake number plates are specified in Decree 100/2019/ND-CP (amended by Decree 123/2021/ND-CP), specifically as follows:

1. What are the penalties for operating a vehicle without a license plate in Vietnam?

Penalties for not attaching number plates (for vehicles with license plates required) shall be penalized for each type of vehicle as follows:

- For automobiles and other similar vehicles: A fine ranging from VND 2,000,000 to VND 3,000,000 shall be imposed for operating the vehicle (including trailers and semi-trailers);

- For motorcycles and other similar vehicles: A fine of between VND 800,000 and VND 1,000,000;

- For rudimentary vehicles: A fine of between VND 100,000 and 200,000;

- For tractors (including towed trailers), special-use vehicles: A fine of between VND 1,000,000 and 2,000,000;

2. What are the fines for operating a vehicle without a license plate in Vietnam?

- According to Clause 9 of Article 2 of Decree 123/2021/ND-CP, drivers of automobiles (including towed trailers or semi-trailers) and other vehicles similar to cars who operate a vehicle with a license plate that is inconsistent with the vehicle registration certificate or a license plate not issued by a competent authority (including trailers and semi-trailers) will face a fine of between VND 4 million and VND 6 million.

- Point m, Clause 34, Article 2 of Decree 123/2021/ND-CP also stipulates penalties for drivers of motorcycles, mopeds (including electric scooters), and vehicles similar to motorcycles; a fine of between VND 8 hundred thousand and VND 1 million shall be imposed if there is an act of affixing a license plate that is not in accordance with the vehicle registration certificate or a license plate not issued by a competent authority.

- A fine of between VND 800,000 and VND 1,000,000 shall be imposed on operators of tractors (including towed trailers), special-use motorcycles with license plates not matching the vehicle registration papers or with license plates not issued by the competent authority. issuing authority (including trailers);

Thus, vehicle drivers who use fake number plates can be fined up to VND 6 million for cars and similar vehicles, and a maximum of VND 1 million for motorbikes.

2. Will users who manufacture fake license plate be prosecuted for criminal liability in Vietnam? 

Pursuant to Article 341 of the Criminal Code, users who manufacture fake license plate may be prosecuted for criminal liability for the crime of Fabricating an organization's seal or documents and use thereof of agencies or organizations.

Thus, the maximum penalty for this crime is 7 years in prison, and at the same time, the offender can also be fined from 5 million to 50 million VND.

3. Time limit for the issuance of vehicle registration and license plates in Vietnam

According to Article 4 of Circular 58/2020/TT-BCA, the time limit for the issuance of vehicle registration and license plates is as follows:

- The license plate shall be issued or replaced immediately after receiving a duly completed application.

- Issuance of temporary vehicle registration certificates and temporary license plates: to be completed within a day.

- Initial issuance and replacement of vehicle registration certificates, issuance of certificates of revocation of vehicle registration and license plate: not exceeding 2 working days, after receiving a duly completed application.

- Re-issuance of license plate which is lost, blurry or broken: not exceeding 7 working days, after receiving a duly completed application.

- Re-issuance of the vehicle registration certificate that has been lost: not exceeding 30 working days, after receiving a duly completed application.
