Monthly party fee payment for party members in Vietnam

Pursuant to Section I of Official Dispatch 141-CV/VPTW/nb of 2011 (amended in Official Dispatch 1266-CV/VPTW/nb of 2012), regulations on subjects and monthly party fee payment rates of party members are as follows:

Monthly income of party members used to calculate party fees includes: salary, some allowances; wage; subsistence; and other income.

Party members can determine their regular income and pay party fees according to the percentage (%) of monthly income (not including personal income tax deduction); For party members whose income is difficult to determine, a specific monthly payment rate shall be prescribed for each type of person.

(1) Party members in administrative agencies, political organizations, socio-political organizations, and armed forces units:

Party fee payment levels of "party members in administrative agencies, political organizations, socio-political organizations, and socio-professional organizations pay monthly party fees equal to 1% of salary" (salary according to grade, salary increase according to regulations of competent authorities), allowances calculated for social insurance payment; "Wages" and income for calculating party membership fees of party members include:

- Salary according to grade increased due to the implementation of the financial autonomy mechanism according to Decree 130/2005/ND-CP and Circular 03/2006/TTLT-BTC-BNV.

- Position allowances, seniority beyond the frame, and professional seniority are calculated for social insurance contributions.

- Party members who are eligible for salary benefits must pay monthly party fees equal to 1% of their salary.

- Allowances that do not include party fee income, such as: attraction allowances, incentives, and job allowances that do not include social insurance contributions.

(2) Party members receive a social insurance salary and pay monthly party fees equal to 0.5% of social insurance salary.

(3) Party members working in businesses, public service units, and economic organizations:

(3.1) "Party members working in public service units and economic organizations (economic, educational, medical, press...), the monthly party fee is equal to 1% of salary (including increased salary), allowances for calculating social insurance contributions; wage"; Income for calculating party fees includes:

- Salary according to rank and grade; additional salary (if any) is decided and approved by the competent authority.

- Other additional income is paid from the unit's salary fund.

- Allowances are calculated for social insurance contributions.

- Party members who are eligible for salary benefits must pay monthly party fees equal to 1% of their salary.

(3.2) Party members working in businesses, the monthly party fee is equal to 1% of salary, and allowances are calculated for social insurance payment; wages, and other income from the unit's salary fund.

For party members working in 100% foreign-invested enterprises; joint venture enterprises; joint stock companies (the State does not hold controlling shares); Private enterprises and party members declare their own salaries and salary allowances and pay party fees to the party cell; In cases where it is difficult to determine the salary, the minimum party fee payment is equal to 1% of the salary or social insurance premium, according to State regulations.

(4) Other domestic Party members:

(4.1) Party members in the fields of agriculture, forestry, fishery, salt production, handicraft industry, freelance workers...:

- During working age:

+ Inner city areas of centrally run cities pay party fees of 10,000 VND/month.

+ Urban areas of class I, class II, class III of centrally-run provinces pay a party fee of 8,000 VND/month.

+ Mountainous areas, remote areas, border areas, and islands (region III according to Government regulations) pay a party fee of 4,000 VND/month.

+ The remaining areas pay a party fee of 6,000 VND/month.

- For party members outside working age (over 55 years old for women, over 60 years old for men); Party members who are war invalids, sick soldiers, or people with loss of working capacity pay party fees equal to 50% of party members of working age in each region.

(4.2) Party members are students who do not receive salaries or allowances; the party fee is 3,000 VND/month.

(4.3) Party members are farm owners; owners of commercial stores, manufacturing, and service businesses; party fee rates according to areas are as follows: Inner-city areas of centrally run cities pay party fees of 30,000 VND/month.

+ Urban areas of class I, class II, class III of centrally-run provinces pay a party fee of 25,000 VND/month.

+ Mountainous areas, remote areas, border areas, and islands (region III according to Government regulations) pay a party fee of 15,000 VND/month.

+ The remaining areas pay a party fee of 20,000 VND/month.

(5) Party members living, studying, and working abroad:

(5.1) Party members traveling abroad to receive salary or living expenses: representative agencies (including spouses); enterprises investing abroad; and international students, experts, collaborators, etc., the party fee is equal to 1% of salary or living expenses.

(5.2) Party members study abroad on their own; Party members go to work abroad; Party members come with their families, party members are free to do business and make a living:

- Party members who study abroad on their own, party members who travel with their families, and party members who freely work and make a living:

+ Party members study abroad on their own; party members travel with their families; the payment is 2 USD/month.

+ Party members are members who are free to do business and make a living; for small businesses and services, the payment is 3 USD/month.

+ Party members going to export labor:

+ Working in developed industrial countries and countries with high average income per capita (Japan, Korea, Taiwan, etc.), the monthly party fee is 4 USD/month.

+ Working in the remaining countries, the monthly payment is 2 USD/month.

(5.3) Party members who are owners or co-owners of businesses and commercial areas, the minimum monthly party fee payment is 10 USD/month.
