Regarding this issue, LawNet would like to answer as follows
Subjects who are selected for health examinations to fulfill the obligation of participating in the People's Public Security include:
- Vietnamese male citizens of conscription age who have registered for military service obligations according to the provisions of the Law on Military Service Obligation 2015;
- Vietnamese female citizens of conscription age who have registered for military service obligations according to the provisions of the Law on Military Service Obligation and have the appropriate professional qualifications required by the People's Public Security. If they volunteer and the People's Public Security has a need, they can be considered and selected to fulfill the obligation of participating in the People's Public Security.

Citizens fulfilling the obligation of participating in the People's Public Security Force must meet the following specific criteria:
- Not being addicted to drugs and substances specified in Decree 57/2022/NĐ-CP, which stipulates the list of drugs and substances;
- Normal hair color and style (according to the regulations of the People's Public Security);
- No skin pigmentation disorders, except for darkened skin on the cheeks (freckles);
- No body piercings on the nose or other parts of the body to wear jewelry. For males, there should be no ear piercings or ear piercings that have turned into scars. For females, there should be no more than 2 ear piercings on one ear or only 1 ear piercing, and any other ear piercings should have turned into scars;
- No raised scars or keloids on the head, face, neck, wrists, hands, or feet;
- Not eligible for individuals with tattoos or markings on the body, including tattoos that contain obscene, anti-government, divisive, ethnic, bizarre, sexually suggestive, or violent content. Tattoos or markings that are considered obscene on exposed areas such as the face, head, neck, from halfway down the arm, or from below one-third of the thigh are not allowed. However, if the tattoos or markings are in exposed areas but do not exceed an area of 2 (two) cm2, with a maximum of 1 tattoo, and are not obscene, or if the tattoo or markings have been removed or are cosmetic eyebrow or lip tattoos for females, they can be considered for selection to fulfill the obligation of participating in the People's Public Security.

- The funding for health examinations of citizens fulfilling the obligation of participating in the People's Public Security is carried out according to the regulations of the Ministry of Defense on health examinations for military service obligations.
- The funding for health re-evaluation is allocated in the annual budget of the People's Public Security Units and localities. The funding allocation for health re-evaluation activities is based on Tier B in Point 3 of Appendix IV attached to Decree 01/2021/NĐ-CP, which stipulates the standards and material supplies for the People's Public Security.
- The consumption of supplies and funding for health re-evaluation by citizens fulfilling the obligation of participating in the People's Public Security is regulated in Appendix V, issued with Circular 62/2023/TT-BCA.
- The budgeting, management, utilization, and settlement of funding for health re-evaluation activities for the selection of citizens fulfilling the obligation of participating in the People's Public Security are carried out according to the provisions of the Law on State Budget 2015 and detailed regulations and guidelines.
