Organizational system of the Mobile Police Force in Vietnam

Pursuant to the provisions of the Law on Mobile Police Force 2022, the organizational system of the Mobile Police Force includes:

(1) Mobile Police Force Command;

(2) Mobile Police Force of the Provincial Police.

The Mobile Police Force is the people's armed force under the Vietnam People's Police, the core force implementing armed measures to protect national security and ensure social order and safety.

In particular, armed measures are the ways and methods of using mental and physical force, weapons, explosives, support tools, means, and professional technical equipment for the Mobile Police Force to perform its functions, tasks, and powers.

Regulations on coordination in performing tasks of Mobile Police Force in Vietnam

- Coordination principles are specified as follows:

+ Coordination must be based on the tasks and powers of agencies, organizations, and functional forces according to the provisions of the law, the decisions of competent authorities, and the actual situation;

+ Ensuring centralized leadership and management and unity in directing and commanding the implementation of tasks; keeping secret information about national defense, security, and professional measures of agencies, organizations, and functional forces during the coordination process;

+ Ensuring proactive, flexible, specific, and effective, as associated with the responsibilities of the head of the presiding and coordinating agency.

- The content of coordination is specified as follows:

+ Protect national security, ensure social order and safety, and fight against crime and law violations;

+ Resolve cases of large gatherings of people disrupting security and order, riots, terrorism, and hostage kidnapping;

+ Patrol and control to ensure security and order; protect important political, economic, diplomatic, scientific - technical, cultural, and social events and targets; and protect the transportation of special goods;

+ Prevent, combat, and overcome disasters, natural disasters, and epidemics; search, rescue, rescue; build a movement of all people to protect national security;

+ Train, coach, foster;

+ Exchange of information and documents, develop legal documents, propagate, disseminate, and educate the law;

+ Carry out other related coordination activities.

- The command mechanism for coordinating the implementation of tasks by the Mobile Police Force is prescribed as follows:

+ When resolving complex security and order cases presided over by party committees and local authorities and there is a strengthening of the forces of the Mobile Police Force Command, the Mobile Police Force Command is responsible for coordinating with local authorities to implement measures to resolve the incident and directly commanding the Mobile Police Force to perform tasks according to the plan approved by competent authorities;

+ When resolving complex security and order cases chaired by the Ministry of Public Security, the Mobile Police Force Command is responsible for coordinating with other agencies, organizations, and units to advise the leaders of the Ministry of Public Security on implementing measures to resolve the case and directly command the Mobile Police Force to perform tasks according to the plan approved by competent authorities;

+ When resolving complex security and order cases chaired by the assigned Mobile Police Force Command, the participating forces are under the direct command of the Mobile Police Force Command according to the plan approved by competent authorities.
