1. Organizational structure of Vietnam General Department of Natural Disaster Prevention and Control

The organizational structure of the General Department of Disaster Prevention and Control includes:

- Financial planning services.

- Department of Science, Technology, and International Cooperation.

- Legal Department, Inspector.

- Department of Disaster Safety Control.

- Community Disaster Management Department.

- Dike Management Department.

- General Office.

- Department of disaster response and recovery.

- Center for Policy and Technology on Disaster Prevention.

The General Department Office has 04 divisions; The Department of Natural Disaster Response and Remedy has offices, 02 divisions, and 02 branches.

2. Leader of Vietnam General Department of Natural Disaster Prevention and Control

- The General Department of Natural Disaster Prevention and Control has a Director General and no more than 04 Deputy General Directors appointed and dismissed by the Minister of Agriculture and Rural Development under the decision of the Minister of Agriculture and Rural Development in accordance with law.

- The General Director of the General Department of Natural Disaster Prevention and Control is responsible before the Minister and before the law for all activities of the General Department. The Deputy Director General of the General Department of Natural Disaster Prevention and Control is responsible to the General Director and to the law for the field of work assigned to him.

- The Director General of the General Department of Natural Disaster Prevention and Control shall submit to the Minister of Agriculture and Rural Development the regulations on the functions, tasks, powers, and organizational structure of organizations under the General Department; appoint and dismiss leadership and management positions under the General Department in accordance with law and decentralization of the Minister of Agriculture and Rural Development.

3. Tasks of the General Department of Natural Disaster Prevention and Control in disaster risk prevention and control in Vietnam

The tasks of the General Department of Natural Disaster Prevention and Control in disaster risk prevention and control in Vietnam include:

- Submitting to the Minister of Agriculture and Rural Development the national strategy on natural disaster prevention and control; policy on planning, list of projects on basic investigation of natural disaster prevention and control; planning for prevention and control of natural disasters, floods and landslides along rivers and coastal areas; national plan for natural disaster prevention and control; natural disaster prevention and control plan and disaster response plan of the Ministry of Agriculture and Rural Development; guide the order, procedures, contents of elaboration and management of plannings on prevention and control of natural disasters, floods and landslides along rivers and coastal areas;

- Guiding and inspecting the formulation, approval, and implementation of disaster response plans; natural disaster prevention and control plans in socio-economic development plans and projects of localities, ministries, and branches as assigned by the Minister of Agriculture and Rural Development;

- Guiding and inspecting the implementation of the law on human resources, supplies, means, equipment, necessities, and resources for natural disaster prevention and control; monitoring and supervising activities related to works and measures to prevent and combat natural disasters; implementing regulations on natural disaster prevention and control by households, individuals, domestic and international agencies, and organizations operating in Vietnam;

- Checking the compliance with regulations on natural disaster prevention and control in the construction and protection of natural disaster prevention and control works, works in combination with natural disaster prevention and control; integrate natural disaster prevention and control contents into sectoral and socio-economic development master plans and plans; and ensure disaster prevention and control requirements for new construction investment or upgrades in urban areas, rural residential areas, and technical infrastructure works;

- Organizing the implementation of the national strategy on natural disaster prevention and control; natural disaster prevention and control planning and plans;

- Construction and protection of natural disaster prevention and control works and works in combination with natural disaster prevention and control; preparation of human resources, materials, means, equipment, information systems, necessities, and resources for natural disaster prevention and control under the management of the General Department;

- Building, operating, and broadcasting tsunami warning alarms on the tsunami warning watch alert system; plans to respond to natural disasters, strong storms, and super storms; emergency response plans in case of floods exceeding the design frequency, dykes breaking, dams breaking, or other emergency incidents.
