Regarding this matter, LawNet would like to answer as follows: 

1. Tasks and powers of the Water Resources Institute in Vietnam

The tasks and powers of the Water Resources Institute are defined in Article 2 of Decision 99/QD-BTNMT in 2024, including:

- Develop and propose to the Minister a strategic plan for the long-term, medium-term, and annual research, implementation of science and technology in the field of water resources; organize implementation after being authorized by the competent authority.

- Conduct scientific research to serve the construction of development strategies, monitoring networks, national standards, national technical regulations, technical regulations, and economic-technical norms for water resources; participate in the development of science and technology strategies of the Ministry of Natural Resources and Environment.

- Study the fundamental natural laws regarding water resources.

- Research and apply science and technology to serve the work of investigation, survey, monitoring, inventory, and mapping of water resources; planning, warning, and forecasting of water resources.

- Research and develop software, databases, transfer advanced science and technology in water resources management, exploitation, use, prevention of pollution, degradation, and depletion of water resources, restoration, and improvement of water sources; operate the reservoir system; develop models for efficient water use; assess the impact of climate change on water resources.

- Study and propose solutions for flood control, riverbank erosion, coastal erosion, saline intrusion, and adaptation to climate change in relation to water resources.

- Research issues related to economics, policies, and models in the management, allocation, use, and protection of water resources:

+ Economic mechanisms and circular economy in the efficient development, exploitation, and use of water resources, comprehensive water resource management policies, river basin management, prevention and mitigation of natural disasters, and prevention of degradation and depletion of water resources to ensure sustainable development.

+ The value of water resources and valuation of water resource value, supply and demand forecasting, water market, and water scarcity risks.

+ Management models and investment policies, exploitation, and use of water resources.

- Research possible issues arising during the process of water resources management and economic-social development; issues related to water source security, transboundary water resource management.

- Participate in providing forecasts, warnings, and notifications about water resources, including: water resource security, floods, droughts, saline intrusion, pollution, degradation, depletion, changes in water sources, and solutions for response, recovery of water resources within and outside the territory, ensuring national water resource security, regional and river basin security.

- Take the lead, coordinate, joint venture, and collaborate with organizations and individuals domestically and internationally to implement programs, projects, research topics, and scientific and technological research on water resources according to the provisions of the law.

- Participate doctoral training in fields authorized by competent agencies; participate in training and professional development in water resources as assigned by the Minister.

- Participate in the assessment of programs, projects, research topics, scientific and technological research, and specialized maps on water resources as assigned by the Minister.

- Organize the implementation of scientific and technological information activities on water resources according to the provisions of the law.

- Provide scientific and technological consultancy services, technology transfer in water resources, including planning, assessment, and forecasting of water resources; remediation, supplementation, and restoration of polluted, degraded, and depleted water resources; exploitation and use of water resources; discharge of waste into water sources; environmental impact assessment; training, dissemination, and popularization of knowledge. Provide research services to serve specific orders from businesses regarding water resources and other services as prescribed by law.

- Organize administrative reform, practice thrift, prevent waste, and fulfill the tasks of preventing and combating corruption within the management scope of the Institute according to the programs, plans of the Ministry, and assignments of the Minister.

- Manage the organization, apparatus, positions, and staff structure according to professional titles and the number of employees of the Institute as assigned by the Minister and according to the provisions of the law.

- Manage finance, assets; fulfill the responsibilities of the budget-using unit for subordinate units of the Institute according to the provisions of the law.

- Statistically report regularly and ad hoc on the implementation of assigned tasks.

- Carry out other tasks assigned by the Minister.

2. Leadership of the Water Resources Institute in Vietnam

- The leadership of the Institute of Water Resources Science consists of the Director and no more than 03 Deputy Directors.

- The Director of the Institute of Water Resources Science is responsible to the law and the Minister for the assigned tasks and all activities of the Institute; determines the functions, tasks, powers, and organizational structure of the units under the Institute; establishes the organization and operation charter, issues working regulations, and manages the activities of the Institute.

- The Deputy Directors of the Institute of Water Resources Science assist the Director in his/her duties, and are responsible to the Director and the law for the assigned work areas.
