1. Organizational structure of the Vietnam Academy of Science and Technology

The organizational structure of the Vietnam Academy of Science and Technology includes:

The President of the Vietnam Academy of Science and Technology shall stipulate the functions, tasks, powers and organizational structure of the affiliated units.

2. Duties and powers of the Vietnam Academy of Science and Technology

The duties and powers of the Vietnam Academy of Science and Technology include:

- Regarding strategies, programs, and plans:

+ Submit to the Government and Prime Minister the development strategy, long-term, five-year and annual plans and programs, important projects and schemes of the Vietnam Academy of Science and Technology; and organize the implementation after being approved;

+ Participate in the appraisal of technology levels, reviewing and approving economic - technical arguments for key and important works of the State and localities as assigned by competent state agencies;

+ Decide on investment projects under the authority of the Vietnam Academy of Science and Technology in accordance with law.

- Regarding scientific research and technology development:

+ Conduct basic research in the fields of natural sciences, technological development, and innovation in fields such as: Mathematics; physics; chemistry; biology; biotechnology; information technology; electronics, automation; space technology; materials science; biodiversity, bioactive substances; Earth science; marine science and technology; environment, and energy; forecasting, preventing, combating, and mitigating natural disasters;

+ Study the synthesis of natural resources, natural conditions, and the environment;

+ Deploy, apply, and transfer scientific and technological research results;

+ Propose and preside over the implementation of key national-level scientific and technological tasks as assigned by competent state agencies;

+ Propagate and disseminate knowledge and results of scientific research and technological development to meet the requirements of science and technology market development.

- Regarding public service performance:

+ Organize the implementation of public services assigned by the Government in accordance with the law;

+ Inspect and supervise the organization of public service performance for affiliated units in accordance with the law.

- Decide and direct the implementation of the administrative reform program according to the objectives and contents of the state administrative reform program approved by the Prime Minister.

- Train high-level scientific and technological human resources; organize undergraduate and postgraduate training in natural sciences and technology within the scope of their assigned functions and tasks as prescribed by law.

- Consult on important science and technology development strategies, plans, policies, programs, and projects within the scope of assigned functions at the request of the Government and the Prime Minister.

- Regarding international cooperation:

+ Carry out international cooperation in science and technology according to the provisions of the law;

+ Propose the signing, amendment, supplementation, extension, termination of validity of the international treaty, and temporary suspension of the implementation of the treaty in accordance with law;

+ Organize the implementation of international treaties as assigned by the Prime Minister;

+ Sign, amending, supplementing, extending, terminating the validity, or temporarily suspending the implementation of international agreements on behalf of the Vietnam Academy of Science and Technology in accordance with law;

+ Organize the implementation and inspect the implementation of internationally sponsored programs and projects in accordance with the law;

+ Organize and participate in international cooperation conferences, seminars, programs, and plans in accordance with the law;

+ Organize research cooperation and joint training in science and technology with international organizations, research institutes, and foreign universities in accordance with the law.

- Regarding the mode of information and reporting:

+ Organize the work of information, propaganda, and dissemination of political tasks, policies, regimes, and laws of the State in the assigned sectors and fields;

+ Implement the reporting regime to the Prime Minister or the minister in charge of the sector or field according to the provisions of law;

+ Report and provide information on earthquakes and tsunami warnings to competent authorities as prescribed.

- Build a large database on the fields of natural sciences for application and innovation according to regulations.

- Regarding the organization of the apparatus:

+ Coordinate with the Ministry of Science and Technology to submit to the Government for decision on the new establishment, reorganization, dissolution, and renaming of organizations and units under the organizational structure of the Vietnam Academy of Science and Technology according to regulations of the Law;

+ Manage organization, apparatus, number of officers and employees, and job positions; decide on rotation, transfer, appointment, relief from duty, resignation, dismissal, secondment, training, fostering, reward, discipline, severance, retirement, salary regime, and the remuneration policies for officials and employees under the management of the Vietnam Academy of Science and Technology according to regulations;

+ Implement the autonomy mechanism according to the provisions of the law.

- Financial and asset management:

+ Formulate annual budget estimates, 3-year financial - budget plans and submit them to competent state agencies for approval in accordance with the law on state budgets;

+ Manage the finances and assets assigned by the Vietnam Academy of Science and Technology in accordance with the law.

- Perform other tasks and powers assigned by the Government or the Prime Minister.
