1. Position and functions of the School of Management for Agriculture and Rural Development in Vietnam

- The School of Management for Agriculture and Rural Development was newly established on the basis of reorganizing and consolidating the School of Agricultural Management and Rural Development II. The School of Management for Agriculture and Rural Development (hereinafter referred to as the School) is an educational facility of the national education system organized and operating according to the Party's regulations and the provisions of law. The school is a public service unit under the Ministry of Agriculture and Rural Development with legal status, its own seal (including embossed seal), and the ability to open accounts at the State Treasury and the Bank to operate in accordance with the law.

- The school has the functions of training, fostering, scientific research and technology application, international cooperation and communication, consulting and public policy, and rural development services serving the state management of the Ministry of Agriculture and Rural Development.

- The school is under the direct management of the organization and operations of the Minister of Agriculture and Rural Development in accordance with the Party's regulations and the provisions of law; it is subject to the management and professional guidance of the Ministry of Home Affairs, the Ministry of Education and Training, and the Ministry of Science and Technology according to training majors, fields of expertise, and specific training and retraining operations; and it is subject to the territorial administrative management of the People's Committee of Ho Chi Minh City and the People's Committee of Binh Duong province.

- The School's headquarters is located at 45 Dinh Tien Hoang, Ben Nghe Ward, District 1, Ho Chi Minh City. Facility 2 is located in Phu An Commune, Ben Cat District, Binh Duong Province.

- Funding for the School's operations according to the provisions of the law.

2. Organizational structure of the School of Management for Agriculture and Rural Development in Vietnam

The organizational structure of the School of Management for Agriculture and Rural Development in Vietnam is specified in Article 3 of Decision 1129/QD-BNN-TCCB 2023 as follows:

* School leaders:

- The School's leadership includes a Principal and Vice Principals appointed and dismissed by the Minister of Agriculture and Rural Development according to regulations;

- The Principal manages all activities of the School, is responsible to the Minister of Agriculture and Rural Development and to the law for the School's activities; regulates the functions, tasks, powers, and organizational structures of organizations without legal status, including: Departments, Faculties, and Centers of the University; promulgates a decision stipulating the functions and tasks of organizations with legal status after receiving written appraisal opinions from the Ministry; Direct the development, approval, and implementation of the School's Organization and Operation Regulations; Arrange officers in accordance with assigned tasks and approved job position plans;

- The Vice Principal helps the Principal monitor and direct some aspects of work as assigned by the Principal and is responsible before the Principal and the law for assigned or authorized tasks.

* The School Council is established and operates according to the provisions of law and the development stage of the School.

* Function rooms:

- Organization and Administration;

- Trainning department;

- Department of Science and International Cooperation;

- Financial Accounting.

* Departments:

- Faculty of Public Policy;

- Faculty of Rural Development;

- Faculty of Agricultural Business Administration.

* Centres:

- Center for Agricultural Policy and Rural Development;

- Center for Cooperative Economics;

- Farmer Training Center;

- Service center.

* The Center for Agricultural Policy and Rural Development has its own seal and is allowed to open accounts at the State Treasury and the Bank to operate in accordance with the law. The Centers specified in Points b, c, and d of Clause 5 of this Article do not have legal status and are subject to dependent accounting according to regulations.

Departments, Faculties, and Centers have the number of payrolls/number of people working according to the job position list and ensure minimum payrolls in each organization according to the provisions of law, including: Chief level and no more than 02 deputies and professional officers. Heads and deputy heads of Departments, Faculties, and centers are appointed and dismissed according to the personnel management hierarchy of the Ministry of Agriculture and Rural Development and the provisions of the law.

The Principal of the School of Management for Agriculture and Rural Development decides to appoint, dismiss, and dismiss heads and deputy heads of departments, faculties, Center Directors, Center Deputy Directors, and Chief Accountant of the School, Chief Accountant of the Center, under the provisions of law and decentralization of staff management by the Ministry of Agriculture and Rural Development.
