The National Sports Complex "international transaction name: The National Sports Complex (NSC)" is a non-business unit with income, directly under the Ministry of Culture, Sports, and Tourism, with the function of organizing political events, cultural and art events, domestic and international sports tournaments. ; serving the training of national sports teams; training athletes, and organizing activities to exploit various types of services as prescribed by law.
The National Sports Complex has its own seal and account in accordance with the law; with headquarters in Hanoi city.

According to Article 3 of Decision 810/QD-BVHTTDL 2014, the organizational structure of the National Sports Complex is as follows:
(1) Leader of the National Sports Complex: Director and Deputy Directors.
(2) Function rooms:
- Organization and Administration;
- Business planning department;
- Office;
- Office supplies;
- Project Management Office;
- Training and Training Management Department;
- Equipment Management Department;
- Stadium Management Department;
- Water Sports Palace Management Department;
- Room for Protection and Fire Prevention;
- Project Maintenance Department.
The Director of the National Sports Complex is responsible for specifying specific tasks, arranging and arranging officials according to the structure of titles, professional standards, and employees for the departments; formulating and promulgating regulations on the organization and operation of the National Sports Complex.
The National Sports Complex has the following tasks and powers:
- Submit to the Minister of Culture, Sports, and Tourism planning, programs, plans, and schemes; projects of the National Sports Complex and organize their implementation after being approved.
- Organize and coordinate events; cultural and artistic activities; sports competitions and performances; and other domestic and international activities according to the plan of the Ministry of Culture, Sports, and Tourism.
- Ensure the conditions of facilities, yards, equipment, and tools for organizing sports competitions and serving the national teams to practice.
- Organize, manage, and train athletes in sports according to the plan of the Ministry of Culture, Sports, and Tourism.
- Use physical facilities and land funds for joint ventures to exploit various types of cultural, sports, and tourism services approved by competent authorities in accordance with the law.
- Manage, exploit, and maintain the construction works and equipment of the National Sports Complex in accordance with the law.
- Perform the management of land planning and technical infrastructure works; carry out the investment in the basic construction of the works of the National Sports Complex in accordance with the law.
- Implement international cooperation according to the plan of the Ministry of Culture, Sports, and Tourism.
- Determine the job position and the structure of public employees according to their professional titles and the number of people working, and submit them to competent authorities for approval; organizational management and personnel; implementing regimes and policies for civil servants, public employees, coaches, employees, learners, and sports practitioners under the management of the National Sports Complex according to the provisions of the law and the management decentralization of the Ministry.
- Manage and use finance, assigned assets, the allocated budget, and other revenue sources as prescribed by law.
- Perform other duties assigned by the Minister.
