Regarding this issue, LawNet would like to answer as follows:

1. Duties and powers of the National Assembly Secretariat in Vietnam

Tasks and powers of the National Assembly Secretariat according to Article 1 of Resolution 32/2023/UBTVQH15 are as follows:

- Advising and assisting the Secretary General of the National Assembly on issues related to the proposed program, organizing the implementation of the program of the National Assembly session, and summarizing the National Assembly session; propose the annual monitoring program of the National Assembly and Standing Committee of the National Assembly; draft an implementation plan; and report on the implementation results of the annual monitoring program of the National Assembly and Standing Committee of the National Assembly;

Anticipating and organizing the implementation of work programs, summarizing and evaluating the results of the implementation of the work program of the Standing Committee of the National Assembly; advising and serving questioning activities at the National Assembly session, the National Assembly Standing Committee session, and the process and procedures for performing other activities of the National Assembly and the National Assembly Standing Committee according to regulations of the Law.

- Advising and assisting the Secretary-General of the National Assembly to preside over and coordinate with the Ethnic Council, Committees of the National Assembly, agencies under the National Assembly Standing Committee, and concerned agencies and organizations on draft resolutions of the National Assembly session, the meeting conclusions of the National Assembly Standing Committee, and draft resolutions on other issues assigned by the National Assembly or the National Assembly Standing Committee.

- Advising and assisting the Secretary-General of the National Assembly in performing the duties of spokesperson of the National Assembly and Standing Committee of the National Assembly; organizing the provision of information, press, publication, library, museum, and information technology applications in service of the activities of the National Assembly, its agencies, and National Assembly deputies.

- Advising and assisting the Secretary General of the National Assembly and directly organizing the performance of secretarial services at the National Assembly session and the National Assembly Standing Committee meeting; gathering and synthesizing the opinions of National Assembly deputies.

- Coordinating with the Office of the National Assembly to advise and assist the Secretary General of the National Assembly in performing the tasks specified in the Resolution on the functions, tasks, powers, and organizational structure of the Office of the National Assembly;

Advising and assisting the Secretary General of the National Assembly in performing other tasks and exercising other powers as prescribed by law or as assigned by the President of the National Assembly or Standing Committee of the National Assembly.

2. Organizational structure of the National Assembly Secretariat of Vietnam

The organizational structure of the National Assembly Secretariat of Vietnam according to Article 2 of Resolution 32/2023/UBTVQH15 is as follows:

Members of the Secretariat include:

+ One Permanent Deputy Secretary General of the National Assembly who is concurrently the Deputy Chairman of the Office of the National Assembly;

+ A Deputy Secretary-General of the National Assembly who is also the Deputy Chairman of the Law Committee of the National Assembly;

+ A Permanent Member of the Secretariat is concurrently the Director of the Secretariat Department of the Office of the National Assembly;

+ Members of the Secretariat include 01 Deputy Director of the Institute for Legislative Studies and the following holders of the Office of the National Assembly:

(1) Director of the Department of Ethnic Minorities;

(2) Director of the Legal Department;

(3) Director of the Department of Justice;

(4) Director of Economic Department;

(5) Director of Finance and Budget Department;

(6) Director of the Department of National Defense and Security;

(7) Director of Culture and Education Department;

(8) Director of Social Affairs Department;

(9) Director of Science, Technology and Environment Department;

(10) Director of the Department of Foreign Affairs;

(11) Director General of Civil Volunteers Department;

(12) Director General of Delegate Affairs Department;

(13) Director of General Department;

(14) Director of the Service Department of Supervision activities;

(15) Director of the Department of Organization and Personnel;

(16) Director of Administration Department;

(17) Director of Information Department;

(18) Director of Informatics Department;

(19) Director General of the Department of International Relations and Cooperation;

(20) Director of the Library of Congress.

- The Secretariat Department of the Office of the National Assembly is the permanent part of the Secretariat.

- The National Assembly Standing Committee approves the appointment and dismissal of the Standing Deputy Secretary General of the National Assembly, Deputy Secretary General of the National Assembly, Standing Member of the Secretariat, and Member of the Secretariat at the proposal of the Secretary General of the National Assembly.

- In case the head of the department or unit under the structure of a permanent member of the Secretariat or a member of the Secretariat has not been appointed, the Secretary General of the National Assembly - The Chairman of the Office of the National Assembly, assigns the person in charge of the task and that unit to perform the duties of the Standing Member of the Secretariat, the member of the Secretariat, until the head of the department or unit is appointed.
