1. Organizational structure of the local Industry Agency in Vietnam

The organizational structure of the local Industry Agency in Vietnam includes:

- Leader:

+ Director of the Department;

+ The Deputy Directors;

- The apparatus assisting the Director, including:

+ Office;

+ Planning - General Department;

+ Finance - Accounting Department;

+ Department of Information - Training;

+ Industrial Promotion Management Department;

+ Department of Management of industrial zones - clusters - points;

+ Department of Industrial Enterprise and Cooperative Development.

And the Service department, representative in Ho Chi Minh City.

- Non-business units with income:

+ Center for Industrial Promotion and Consulting for Industrial Development I;

+ Center for Industrial Promotion and Consulting for Industrial Development II;

+ Center for Industrial Promotion and Consulting for Industrial Development III.

The non-business units with revenue have legal status and their own seal to operate and transact in accordance with the law.

2. Tasks and powers of local Industry Agency in Vietnam

Tasks and powers of the local Industry Agency in Vietnam include:

- Formulate and submit to the Minister for approval strategies, policies, master plans, plans, programs, projects, mechanisms, policies, and legal documents in the fields under the management of the Ministry of Finance. Department.

- Formulate and submit to the Minister for promulgation or submit to competent state management agencies for promulgation of economic - technical standards and norms under the management of the Department.

- Promulgate special documents and documents in specialized fields of the Department.

- Direct , guiding, and inspecting the implementation of legal documents, strategies, plannings, programs, projects, standards, and economic - technical norms about local industry and industrial promotion activities.

- Regarding local industry:

+ Preside over the appraisal and submit it to the Minister for approval, or for the Minister to request the competent authorities to approve plannings, programs, schemes, and projects on investment and development of industry - handicrafts in the locality and territory (except for projects invested by enterprises under the Ministry);

+ Assume the prime responsibility for formulating and submitting to the Minister for promulgation, or for the Minister to request competent authorities to promulgate mechanisms and policies to encourage the development of industry - handicrafts in the localities and territories; guide and inspect the implementation;

+ Monitor the development of industry - handicrafts in the areas; monitor and evaluate the implementation of plans, programs, and projects; report on the assessment of the potential and situation of industrial development; and propose orientations and solutions for the development of industry - handicrafts in each locality and territory.

+ Synthesize plans, implementation situation of industrial - handicraft development plans in localities and territories;

+ Participate in the formulation and implementation of investment promotion and trade promotion programs and plans at home and abroad; economic - technical programs; science and technology, environment, food hygiene and safety; projects on the development of rural electricity and new, renewable, and energy-saving energy under the authority of the Ministry;

+ Act  as a focal point to assist the Minister in the Steering Committees for the Development of Key Economic Regions, the Northwest Steering Committee, the Southwest Steering Committee, and the Central Highlands Steering Committee.

- Regarding promotional activities:

+ For focal point: assist the Minister in performing the state management of industrial promotion activities according to the provisions of Decree 134/2004/ND-CP dated June 9, 2004 of the Government on encouragement of rural industry development;

+ Assume the prime responsibility for formulating and submitting to the Minister for promulgation or for the Minister to request competent authorities to promulgate mechanisms, policies, and legal documents on industrial promotion activities.

+ Assume the prime responsibility for formulating plans, schemes, and annual budget estimates for national industrial promotion and include them in the Ministry's general budget estimate for submission to the Government;

+ Preside over the development of programs, textbooks, and documents and organize training to improve management capacity, capacity to organize and implement industrial promotion activities for staff engaged in industrial promotion.

- Regarding local industrial zones - clusters - points:

+ Assume the prime responsibility for elaborating master plans and plans for the development of local industrial zones - clusters - points throughout the country and report to the Ministry for submission to the Prime Minister for approval; be the focal point to monitor, guide, and inspect the implementation after being approved;

+ Develop a list of projects to call for investment and organize the implementation of investment promotion programs in local industrial zones - clusters - points;

+ Assume the prime responsibility for, and coordinate with agencies under ministries, branches, and localities in the appraisal of projects on the establishment, investment, construction, and business of infrastructure of local industrial zones, clusters, and points;

+ The focal point to coordinate, guide, monitor, check, and evaluate the implementation of investment projects in local industrial zones - clusters - points.

- Regarding the development of small and medium industrial enterprises:

+ Assume the prime responsibility for elaborating and submitting to the Minister for promulgation or for the Minister to request competent agencies to promulgate programs, schemes, plans, mechanisms, and policies, legal documents on the development of industrial enterprises, small and medium-sized commercial enterprises, and industrial - handicraft cooperatives;

+ Develop a plan to promote and support the development of small and medium-sized industrial enterprises;

+ Develop programs to support small and medium-sized industrial enterprises, submit them to the Minister for submission to the Government for approval; coordinate, guide, and monitor the implementation after being approved;

+ Coordinate with relevant agencies and organizations to provide necessary information on promotion and support for the development of small and medium-sized industrial enterprises.

- Coordinate with relevant agencies, organize activities to call for and promote investment in the development of industry, handicrafts, and trade in localities and territories.

- Act as a focal point to assist the Minister in handling problems arising in the process of implementing master plans, plans, and industrial investment projects in localities and territories.

- Act as a focal point to assist the Minister in directing, monitoring, guiding, inspecting, and synthesizing reports on state management activities on industry - handicrafts and industrial promotion of the Departments of Industry and Trade.

- For the focal point: assist the Minister in coordinating with ministries, branches, socio-political organizations, industry associations, industrial zones - clusters - points, enterprises, industrial cooperatives - handicrafts of localities and territories.

- Organize and implementing projects, schemes, research topics, applying science and technology to local industry and industrial promotion activities.

- Regarding international cooperation:

+ Implement international cooperation in industrial promotion activities, development of small and medium enterprises, development of industry - handicrafts, local industrial zones - clusters - points;

+ Develop, call for, and implement programs and projects funded by foreign countries, international organizations on local industrial development and industrial promotion activities.

- Organize professional and professional training and retraining for cadres, civil servants, and public employees engaged in industrial promotion.

- Coordinate with relevant agencies, helping the Minister consider emulation and commendation for local industries - handicrafts (including artisan titles).

- Examine and settle complaints and denunciations, and fight against corruption and negativity under the management of the Department.

- Develop and implement the administrative reform program of the Department according to the objectives and contents of the administrative reform program of the Ministry.

- Manage organization, payroll, officials, and employees according to the decentralization of the Ministry of Industry and Trade.

- Manage the assigned finances and assets, organize the implementation of the allocated budget according to the provisions of law.

- Perform other tasks assigned by the Minister.
