Regarding this issue, LawNet would like to answer as follows:

1. Organizational structure of the Institute of Management for Agriculture and Rural Development from July 6, 2023 in Vietnam

- Heads of the Institute:

+ Heads of the Institute include a Principal and no more than 03 Vice Principals appointed and dismissed by the Minister of Agriculture and Rural Development as prescribed;

+ The Principal who manages all activities of the Institute is responsible to the Minister of Agriculture and Rural Development and before the law for the activities of the Institute; defining the functions, tasks, powers and organizational structure of the Departments, Departments and Centers of the Institute; promulgate a decision stipulating the functions and tasks of organizations with legal personality status after receiving the Ministry's written appraisal opinions; direct the elaboration and implementation of the Regulation on organizational structure and operation of the Institute and other regulations within its competence; arrange public employees in accordance with assigned tasks and job placement schemes approved by competent authorities;

+ The Vice-Principal assists the Principal in monitoring and directing a number of aspects of work as assigned by the Principal and is responsible to the Principal and the law for the assigned or authorized tasks.

- The Institute Council is established and operates in accordance with the law and each stage of the Institute's development.

- Function rooms:

+ Department of Organization and Administration;

+ Training Department;

+ Department of Science and International Cooperation;

+ Administration Department;

+ Finance and Accounting Department.

- Training units:

+ Faculty of State Management;

+ Faculty of Agricultural Extension and Rural Development.

- Center for Economic Cooperation and Rural Development.

Departments, faculties, and centers have the number of staff or people working according to the list of job positions and ensure the minimum payroll in each organization as prescribed by law, including: head level and no more than 02 levels of deputy and professional officers. Heads and deputy heads of departments, faculties, and centers are appointed and dismissed according to the staff management decentralization of the Ministry of Agriculture and Rural Development and the provisions of the law.

2. Position and functions of the Institute of Management of Agriculture and Rural Development in Vietnam

- Institute of Management of Agriculture and Rural Development under the Ministry of Agriculture and Rural Development on the basis of rearranging and consolidating the Institute of Managers of Agriculture and Rural Development I.

The Institute of Management of Agriculture and Rural Development is an educational institution of the national education system organized and operated in accordance with the Party's regulations and the provisions of law.

The Institute of Management of Agriculture and Rural Development is a public non-business unit with legal status, its own seal (including a floating seal), and may open accounts at the State Treasury and the Bank to operate in accordance with law.

- The Institute has the function of training and fostering managers, civil servants, and public employees of the Ministry, the agriculture and rural development sectors; scientific research and technology transfer; international cooperation and communication; consulting and services in the field of agriculture and rural development; and serving the state management of the Ministry of Agriculture and Rural Development.

- The Institute is under the direct management of the organization and operation of the Minister of Agriculture and Rural Development in accordance with the Party's regulations and the provisions of law; under the management and professional guidance of the Ministry of Home Affairs, the Ministry of Education and Training, and the Ministry of Science and Technology according to the field of operation; and is subject to the territorial administrative management of the People's Committee of Hanoi.

- The Institute's head office is located in Vinh Quynh commune, Thanh Tri district, Hanoi city. Facility 2 in Xuan Canh commune, Dong Anh district, Hanoi city.

- Funding for the operation of the Institute is guaranteed by the State for regular operation and according to the provisions of the law.
