Regarding this matter, LawNet would like to answer as follows: 

1. Organizational Structure of the Institute of Digital Technologies and Digital Transformation in Vietnam 

(i) Leadership of the Institute:

The Institute of Digital Technologies and Digital Transformation is led by a Director and Deputy Directors.

The Director of the Institute of Digital Technologies and Digital Transformation is responsible to the Minister and the law for the implementation of assigned functions, tasks, and powers.

The Deputy Directors assist the Director in managing the work areas of the Institute and are responsible to the Director and the law for their assigned tasks.

(ii) Organizational structure:

* Functional Departments:

- Department of General Administration;

- Department of Digital Technologies;

- Department of Digital Transformation.

* Subordinate units:

- Center for Digital Technologies and Digital Transformation Application.

The functions, tasks, and powers of the subordinate units are determined by the Director of the Institute and approved by the Minister.

The functions, tasks, and powers of the departments are determined by the Director of the Institute.

The working relationship between the departments and subordinate units of the Institute is determined by the Director.

* The Institute establishes an Advisory Council consisting of leading experts, scientists, managers, entrepreneurs, and experienced investors in the field of digital technologies and digital transformation to assist with the professional work of the Institute.

* The number of people working in the Institute is determined by the Director and approved by the Minister.

2. Tasks and powers of the Institute of Digital Technologies and Digital Transformation in Vietnam

The tasks and powers of the Institute of Digital Technologies and Digital Transformation are specified in Article 2 of Decision 163/QD-BTTTT in 2024, including:

(i) Implementation of state management tasks of the Ministry of Information and Communications

* Research on digital technologies, digital solutions, digital platforms, and digital transformation

- Research on policies for managing and promoting the development of digital technologies, digital transformation, and evaluating the impact of policies on digital technologies and digital transformation;

- Research on theoretical foundations, practical experience, models, and solutions for digital transformation;

- Research on the current situation and trends in the development and application of digital technologies and data;

- Research on developing criteria, survey methods, measurement, and evaluation of national digital transformation platforms, digital economy, and digital society development indicators;

- Research on developing standards and technical regulations in the field of digital technologies and digital transformation;

- Implementation of assigned scientific and technological research tasks by the Minister.

* Participation in promoting the development of digital technologies and digital transformation

- Proposing mechanisms, policies for managing and promoting the development of digital technologies and digital transformation;

- Investigating, surveying, and measuring national digital transformation, digital economy, and digital society development indicators;

- Evaluating, testing, and certifying software, digital products, and digital platforms;

- Developing publications on national digital transformation, digital economy, and digital society development indicators; disseminating practical experiences in promoting digital transformation;

- Developing programs and training materials on digital transformation;

- Advising on policies, models, solutions, and implementation plans, measurement, and evaluation of digital technologies and digital transformation;

- Participating in developing national digital transformation programs and plans, with a focus on developing digital government, digital economy, digital society, digital infrastructure, digital platforms, and digital human resources to meet the goals of digital government, digital economy, and digital society development nationwide;

- Implementing projects and initiatives to support and promote the development and application of digital technologies and digital transformation;

- Organizing workshops, conferences, scientific reports, and academic activities to gather and share knowledge and experiences in the field of digital technologies and digital transformation.

(ii) Implementation of administrative and organizational development tasks

- Implementing digital transformation in the activities of the Institute, bringing the Institute's activities onto the online platform;

- Organizing and implementing international cooperation programs and projects in accordance with the functions and tasks of the Institute as regulated by laws and assigned by the Minister; receiving sponsorship and assistance from international organizations in the field of digital technology and digital transformation in accordance with the laws and regulations;

- Actively developing career activities with related revenue in accordance with the functions and tasks of the Institute as regulated by laws; preserving and developing allocated resources;

- Managing the organization, public employees, and employees within the scope of the unit's management; implementing policies for public employees and employees within the scope of the unit's management in accordance with the laws and regulations and the delegation of the Minister;

- Managing finances, assets, records, and documents of the Institute in accordance with the laws and regulations and the delegation of the Minister.

(iii) Implementation of other tasks as specified by the laws or assigned by the Minister.
