The Department of Water Resources Management is an organization directly under the Ministry of Natural Resources and Environment, with the function of advising and assisting the Minister in performing the state management of water resources and river basins nationwide and organizing the implementation of public services on water resources according to the provisions of law.

The Department of Water Resources Management has legal status, its own seal, and an account in accordance with the law. It is headquartered in Hanoi.

Thus, the Department of Water Resources Management is an organization directly under the Ministry of Natural Resources and Environment.

2. Organizational structure of the Department of Water Resources Management in Vietnam

According to Article 4 of Decision 2866/QD-BTNMT in 2022, the organizational structure of the Department of Water Resources Management is as follows:

(1) Office.

(2) Department of Planning - Finance.

(3) Red River Basin Division - Thai Binh.

(4) North Central River Basin Division.

(5) South Central River Basin Division.

(6) Southeast River Basin Division.

(7) Department of the Mekong River Basin.

(8) Center for Water Resources Monitoring and River Basin Development Support.

(9) Center for Assessment and Accreditation of Water Resources.

(10) Center for Information - Economics of water resources.

Offices and organizations specified from (8) to (10) are level III estimating units with their own seals and may open accounts at the State Treasury and banks in accordance with law.

The Director of the Department of Water Resources Management shall submit to the Minister regulations on the functions, tasks, powers, and organizational structure of the non-business units under the Department and promulgate a Decision defining the functions, duties, powers, and organizational structure of the Office and its divisions.

3. A number of tasks and powers of the Department of Water Resources Management in Vietnam

The Department of Water Resources Management has the following duties and powers:

- Organizing the implementation of state management of water resources and river basin management nationwide to ensure water source security.

- Organizing the formulation and adjustment of the master plan on the basic survey of water resources, the master plan on water resources, and the general master plan on inter-provincial river basins and inter-provincial water sources; classifying water sources and making a list of river basins and a list of water sources according to regulations; supervising the implementation of the master plan on water resources and the master plan on the inter-provincial river basin.

- Guiding and inspecting the formulation and implementation of plans to prevent and combat pollution, degradation, and depletion of water sources and plans for organizations and individuals to respond to and overcome incidents of water pollution according to regulations. .

- Guiding, inspecting, and organizing the implementation of legal documents, mechanisms, policies, strategies, master plans, plans, programs, schemes, projects, standards, regulations, economic-technical norms, and product unit prices in the field of water resources after they are promulgated.

- Providing professional guidance on water resources; propagating and answering the law on water resources; and participating in professional training on water resources according to regulations and as assigned by the Minister.

- Performing the task of advising and assisting the standing agencies of the National Council on Water Resources and the River Basin Committees according to regulations.

- Organizing the implementation of administrative reform, practicing thrift, preventing and combating waste, and carrying out anti-corruption tasks under the department's management according to the programs and plans of the Ministry and as assigned by the Minister.

- Financial, accounting, and asset management of the Department; perform the responsibilities of the level II cost estimate unit towards the units under the Department according to the provisions of law.

- Organizational management, payroll, and employment positions for civil servants, public employees, and employees of the Department as prescribed by law and as assigned by the Minister.

- Statistics, periodicals, and irregular reports on the performance of assigned tasks.

- Perform other duties assigned by the Minister.
