1. Position and functions of Department of Vietnam Seas and Islands

- Department of Vietnam Seas and Islands is an organization under the Ministry of Natural Resources and Environment with the function of advising and assisting the Minister in implementing integrated management of resources and protecting the marine and island environment; managing and organizing the implementation of public service activities within the scope of state management of the Department according to the provisions of law.

- Department of Vietnam Seas and Islands has legal status, has its own seal and account in accordance with the law, and is headquartered in Hanoi.

2. Organizational structure of the Department of Vietnam Seas and Islands

The organizational structure of the Department of Vietnam Seas and Islands includes:

- Office.

- Policy and Legal Department.

- Department of Science, Technology, and International Cooperation.

- Financial Planning Division.

- Department of Management of Basic Investigation of Seas and Islands.

- Department of Sea and Island Exploitation Management.

- Department of Natural Resources Control and Environmental Protection of the Sea and Islands.

- Center for Planning and Investigation of Marine Resources and Environment in the Northern Region.

- Center for Planning and Investigation of Marine Resources and Environment in the Southern region.

- National Center for Sea and Island Information and Data.

3. Duties and powers of the Department of Vietnam Seas and Islands in management, exploitation, and use of sea and island resources

The tasks and powers of the Department of Vietnam Seas and Islands regarding the management, exploitation, and use of marine and island resources include:

- Submit to the Minister of Natural Resources and Environment: program for integrated management of coastal resources with inter-provincial scope; island classification list; assignment, recognition, extension, revocation, permission to return part or all of sea areas; amendments and supplements to decisions on the assignment of sea areas according to the scope of authority; Resolve recommendations and problems regarding the use of sea areas under the assigned authority of the Ministry of Natural Resources and Environment according to the provisions of law; manage, guide, inspect, and supervise compliance with regulations on the allocation of sea areas for exploitation and use of marine resources; and establish the National Marine Spatial Planning Appraisal Council;

- Submit to the Minister of Natural Resources and Environment for consideration and written approval of the location, boundaries, area, coordinates, depth, and time of use of the marine area for Vietnamese organizations and individuals to carry out scientific research activities and for organizations and individuals to measure, observe, investigate, survey, and evaluate marine resources;

- Guide, inspect, and organize the implementation of the Strategy for sustainable exploitation and use of resources and protection of the sea and island environment;

- Synthesize and evaluate Vietnam's marine-related economic and social potential; Statistics, classification, and assessment of the potential of Vietnam's seas and islands; preside and coordinate with relevant ministries and branches to assess changes in marine and island resources;

- Lead or coordinate with relevant agencies and organizations to research and evaluate the service value of marine and coastal ecosystems to propose solutions to manage, exploit, and rationally use resources and protect the marine and island environments;

- Submit to the Minister detailed regulations on island resource records. Manage island resource records nationwide; guide the preparation and management of island resource records;

- Manage sea reclamation activities according to the provisions of the law;

- Guide and inspect the establishment and protection of coastal protection corridors.
