Regarding this issue, LawNet would like to answer as follows:
The Department of Housing and Real Estate Market Management is the agency that helps the Minister perform state management in the following areas: housing, offices, and real estate business; organize the implementation of key national housing programs assigned by the Prime Minister to the Ministry of Construction as assigned by the Minister.
The Department of Housing and Real Estate Market Management has legal status, has a seal for transactions, and is allowed to open accounts at the State Treasury and banks in accordance with the law.

Specifically, in Article 6 of Decision 591/QD-BXD in 2008, the organizational structure of the Department of Housing and Real Estate Market Management is as follows:
(1) The Department of Housing and Real Estate Market Management has a Director, a number of Deputy Directors, and affiliated departments and centers with staffing schedules suitable to the Department's working needs from time to time.
The Divisions have Heads, a number of Deputy heads, and professional civil servants and officials; the centers have Directors, a number of Deputy directors, and professional civil servants and officials.
(2) Units under the Department of Housing and Real Estate Market Management:
- General Department;
- Housing Management Department;
- Office Management Office;
- Real estate market management department;
- Housing Development Department;
- Representative agency of Department of Housing and Real Estate Market Management in Ho Chi Minh City.
- Research Center for housing and real estate market
The Center for Housing and Real Estate Market Research is a non-business unit with revenue under the Department, engraved with a seal according to the prescribed form for transactions, and may open accounts at the State Treasury and banks according to the authorization and decentralization of financial and accounting management of the Director of the Department of Housing and Real Estate Market Management and the provisions of law.
(3) The establishment, reorganization, and dissolution of units under the Department of Housing and Real Estate Market Management shall be decided by the Minister at the request of the Director of the Department of Housing and Real Estate Market Management and the Director of the Personnel and Organization Department.
(4) On the basis of the functions and tasks of the Department, the Director of the Department of Housing and Real Estate Market Management is responsible for concretizing work programs and plans for each period, determining the staffing needs of the Department, reporting to the Minister; formulating working regulations for the Department, defining specific functions and tasks of subordinate units, and determining the responsibilities and products of each unit and individual in the Department.
The Department of Housing and Real Estate Market Management has the following tasks:
- Research, propose, and organize the drafting of undertakings, policies, legal documents, and guiding documents on housing, offices, and real estate business for the Ministry to submit to competent authorities for promulgation or the Ministry for promulgation according to its competence.
- Guide, urge, and inspect the implementation of guidelines, policies, and legal documents on housing, offices, and real estate businesses.
- Monitor, summarize, evaluate, and report on the management and development of houses and offices, the management and development of the real estate market nationwide.
- Solve and handle regular tasks related to the working areas of the Department.
- Coordinate with relevant agencies, units, organizations, and localities to perform the function of state management of housing, offices, and real estate businesses.
- Research, propose, and organize the drafting of national housing development orientations for each 10-year period, a 5-year national housing program, housing development targets, and social housing development plans in the country's socio-economic development tasks in each period for the Ministry to submit to the Prime Minister for approval; organize and direct the implementation after being approved by the Prime Minister.
- Guide and inspect the People's Committees of provinces and centrally run cities in formulating local housing development programs, housing development targets, and social housing development plans in the task of socio-economic development of the locality in each period.
