* Department leaders:
The Department of Foreign Information has a Director and Deputy Directors.
The Director is responsible before the Minister and before the law for the results of implementing assigned functions, tasks, and powers.
The Deputy Director assists the Director in directing and administering the assigned work areas of the Department, and is responsible before the Director and the law for carrying out assigned tasks.
* Organizational apparatus and staffing:
- Rooms:

- Affiliated business unit: Center for International Press and Media Cooperation.
The functions, tasks, powers, and organizational structure of public service units under the Department are developed by the Director and submitted to the Minister for decision.
The functions, tasks, powers, and working relationships between units under the department are prescribed by the Director of the Department.
- Payroll:
The Department's civil servant payroll and the number of people working for the Department are established by the Director of the Department and submitted to the Minister for decision.

The duties and powers of the Department of Foreign Information in Vietnam are specified in Article 2 of Decision 1495/QD-BTTTT 2023, including:
(1) Advise and assist the Minister of Information and Communications in performing state management tasks
- Develop and submit to the Minister for promulgation, or let the Minister submit to competent authorities for promulgation draft legal documents in the field of foreign information;
- Develop and submit to the Minister for promulgation, or let the Minister submit to competent authorities for approval of strategies, planning, long-term, medium-term, and annual development plans, programs, schemes, and projects in the field of foreign information;
- Advise and help the Minister guide and direct the implementation of programs, research topics, projects, and investment projects in the field of foreign information according to the provisions of law;
- Develop, synthesize, and submit to the Minister a report to the Government on the foreign information activities of ministries, ministerial-level agencies, Government agencies, provincial-level People's Committees, and press agencies.
(2) Directly organize and implement state management
- Guide, organize, inspect, and supervise the implementation of legal documents, policies, strategies, planning, plans, programs, schemes, and projects in the field of foreign information;
- Guide the content of foreign information for Vietnam's news and press agencies on a regular or irregular basis;
- Act as the focal point for coordinating foreign information work with ministries, branches, localities, press agencies, and domestic and foreign organizations;
- Organize and implement plans for training and fostering skills and foreign information skills for officials in charge of foreign information work of ministries, ministerial-level agencies, and agencies under the government, the Provincial People's Committee, press and publishing agencies, editors, and translators;
- Monitor, synthesize, analyze, and evaluate foreign press opinion and information about Vietnam periodically, by topic, and when there are important domestic and international events;
- Preside and coordinate with relevant units to organize the provision of information to explain, clarify, and refute false information about Vietnam in all fields;
- Develop regulations on mechanisms for exchanging, coordinating, providing, and sharing foreign information between state agencies and press agencies;
- Take the lead in coordinating with relevant agencies and units to organize international cooperation on foreign information activities according to the provisions of the law and the Ministry of Information and Communications;
- Carry out foreign information activities in foreign areas; chair, guide, and organize communication activities to promote Vietnam's image abroad;
- Preside over proposals and organize foreign journalist delegations to promote Vietnam's image in international mass media;
- Preside over the review, inspection, and evaluation of the display of paintings, photos, and other forms of information outside the headquarters of foreign representative agencies and foreign organizations in Vietnam;
- Propose, order, and organizing the production of products serving foreign information in Vietnamese and foreign languages to propagate foreign affairs, fight against wrong views and arguments, introduce and promote Vietnam's image to the Vietnamese community abroad, foreigners in Vietnam and the international community;
- Organize the management, operation, and exploitation of the foreign affairs website vietnam.vn; the information portal asean.vietnam.vn, and electronic information pages serving foreign information needs; Deploy the construction of a foreign information television channel to broadcast abroad in accordance with the law;
- Preside over and coordinate to inspect, survey and evaluate the effectiveness of foreign information activities of ministries, ministerial-level agencies, Government agencies, and provincial-level People's Committees, Vietnamese representative agencies abroad, domestic press and publishing agencies, and representative offices of Vietnamese press agencies abroad;
- Preside over preliminary and final reviews of foreign information activities.
(3) Coordinate the implementation of state management tasks
- Coordinate with agencies that provide foreign information to Vietnam's news and press agencies on a regular or irregular basis;
- Coordinate with relevant agencies to manage Vietnamese press activities related to foreign countries and foreign press activities in Vietnam when required;
- Coordinate with relevant units to carry out foreign information work with Vietnamese people abroad;
- Coordinate with the Inspectorate of the Ministry of Information and Communications to inspect, examine, handle violations, and resolve complaints and denunciations about foreign information activities according to the provisions of law;
- Coordinate with the Department of Planning and Finance and relevant units to propose, develop, and guide the implementation of economic and technical norms and quality standards for public products and services; mechanisms for supervision, evaluation, quality inspection, and regulations for inspection and acceptance of public products and services under the Department's state management scope;
- Coordinate proposals for rewards and discipline for agencies, organizations, and individuals in foreign information activities.
(4) Carry out internal management work:
- Research and apply science and technology to foreign information management activities; Organize the implementation of administrative reform, administrative procedure reform, information technology applications, and digital transformation to serve the Department's activities according to the programs and plans of the Government and the Ministry of Information and Communications;
- Manage organizational structure, civil servants, public employees, and workers; Implement policies, salary regimes, and other regimes for civil servants, public employees, and workers under the management of the Department according to the provisions of the law and decentralization of the Minister;
- Manage finances, assets, records, and documents according to the provisions of the law and the decentralization of the Minister.
(5) Perform other tasks as prescribed by law or assigned by the Minister.
