1. Position and functions of the Department of Animal Health in Vietnam

Specifically, Article 1 of Decision 4086/QD-BNN-TCCB 2023 stipulates the position and functions of the Department of Animal Health as follows:

- The Department of Animal Health is an organization under the Ministry of Agriculture and Rural Development, performing the function of advising and assisting the Minister in state management and organizing law enforcement in the field of veterinary medicine, including:

+ Disease prevention, treatment, and animal disease prevention;

+ Quarantine of animals and animal products;

+ Control animal slaughter, preliminary processing, and processing of animals and animal products;

+ Veterinary hygiene check;

+ Veterinary medicine management;

+ Practicing veterinary medicine nationwide;

+ Animal food and animal product safety under the Ministry's state management scope;

+ Focal point for implementing international veterinary cooperation according to decentralization and the authorization of the Minister.

- The Department of Animal Health has legal status, has its own account and seal, and has operating funds according to the provisions of the law.

- The headquarters of the Department of Animal Health are located in Hanoi.

2. Organizational structure of the Department of Animal Health in Vietnam

(1) Department leaders: Director and Deputy Directors are appointed and dismissed by the Minister according to regulations:

- The Director is responsible for:

+ Submit to the Minister to stipulate the functions, tasks, powers, and organizational structure of the Department;

+ Promulgating the Department's working regulations;

+ Regulating the functions and tasks of advisory organizations under the Department;

+ Regulating the functions, tasks, powers, and organizational structure of the branches and public service units (organizations with legal status) under the Department after receiving written approval from the Ministry;

+ Appoint and dismiss leadership positions of organizations under the Department according to the Minister's decentralization and provisions of law;

- The Director manages the Department's activities and is responsible to the Minister and the law for the Department's activities. The Deputy Director helps the Director monitor and direct some aspects of work as assigned by the Director; Be responsible before the Director of the Department and before the law for assigned tasks.

(2) Advisory organizations:

- Department Office;

- Integrated planning Department;

- Finance Department;

- Legal Department, Inspection;

- Veterinary Epidemiology Department;

- Department of Aquatic Veterinary Medicine;

- Animal Quarantine Department;

- Veterinary Medicine Management Department;

- Community Veterinary Department;

- Department of International Cooperation and Communications.

(3) Subordinate Departments:

- Department of Animal Health Region I, headquartered in Hanoi city;

- Department of Animal Health Region II, headquartered in Hai Phong city;

- Department of Animal Health Region III, headquartered in Nghe An province;

- Region IV Veterinary Department, headquartered in Da Nang city;

- Regional Veterinary Department V, headquartered in Dak Lak province;

- Regional Veterinary Department VI, headquartered in Ho Chi Minh City;

- Regional Veterinary Department VII, headquartered in Can Tho city;

- Lang Son Regional Animal Quarantine Branch, headquartered in Lang Son province;

- Lao Cai Regional Animal Quarantine Branch, headquartered in Lao Cai province;

- Animal Quarantine Branch of the Quang Ninh region, headquartered in Quang Ninh province.

(4) Public service units:

- Central Veterinary Diagnostic Center, headquartered in Hanoi city;

- Central Veterinary Drug Testing Center I, headquartered in Hanoi city;

- Central Veterinary Drug Testing Center II, headquartered in Ho Chi Minh City;

- Central Veterinary Hygiene Inspection Center I, headquartered in Hanoi city;

- Central Veterinary Hygiene Inspection Center II, headquartered in Ho Chi Minh City.

(5) Organizations under the Department of Animal Health specified in Clauses 3 and 4, Article 3 of Decision 4086/QD-BNN-TCCB in 2023 have legal status, a seal, separate accounts, and an operating budget according to the law.

The Director of the Department of Animal Health is responsible for arranging and reorganizing the organization according to the provisions of the law.
