1. Organizational structure of the Consular Department - Ministry of Foreign Affairs of Vietnam
- Leaders of the Department, including the Director and Deputy Directors, are appointed and dismissed by the Minister according to regulations.
- Apprenticeships of the Deputy Director General are recognized or terminated under the decision of the Minister. apprenticeships of the Deputy Director General is not a member of the Department's Leadership. The Director of the Consular Department decides to authorize apprenticeships of the Deputy Director General to participate in managing the general work of the Department.
- The Department has the following affiliated organizations:
+ Office of the Department;
+ Consular Legal Department;
+ Immigration Department;
+ Foreign Consular Department;
+ Consular Relations Department;
+ Department of Legalization and Consular Certification;
+ International Migration Department.
- The Department works under the headship regime, combined with the principle of democratic centralism. The Director of the Department is responsible to the Minister for all aspects of the Department's work.
The Director of the Department decides on the assignment and adjustment of work assignments to the Department's cadres and civil servants in order to improve work efficiency, train staff, and ensure the completion of assigned tasks.
- The Director of the Consular Department shall specify the functions and tasks of the organizations under the Department according to the decentralization of the Minister; direct the development, approval, and implementation of the Department's Working Regulations in accordance with the Working Regulations of the Ministry of Foreign Affairs and other current regulations.
- The Department's payroll is decided by the Minister in the total administrative payroll assigned by the Ministry.

Tasks and powers of the Consular Department on entry and exit of Vietnamese citizens and foreigners include:
- Organizing the receipt of dossiers and handling work related to the grant, extension, modification, supplementation, and cancellation of diplomatic and official passports;
- Issuing visas and granting entry permits to Vietnam for foreigners is under the authority of the Ministry of Foreign Affairs;
- The focal point is to help the Minister coordinate with domestic and foreign competent agencies in handling procedures for applying for a flight permit for a plane carrying senior Vietnamese leaders abroad and granting flight permits for foreign aircraft to enter Vietnam;
- Acting as a focal point to assist the Minister in coordinating with relevant agencies in carrying out procedures for foreign military ships to officially visit Vietnam in accordance with law;
- Handling other jobs related to the entry and exit of Vietnamese citizens and overseas Vietnamese in accordance with the law.

Tasks and powers of the Consular Department for consular protection include:
- Assisting the Minister in directing the consular protection of Vietnamese citizens and legal entities abroad;
- Guiding and directing the representative missions of the Socialist Republic of Vietnam in foreign countries (hereinafter referred to as overseas Vietnamese representative offices or representative offices) and coordinate with competent agencies in protecting the legitimate rights and interests of Vietnamese citizens exiting and residing abroad;
- Dealing with the arrest, detention, trial, imprisonment, or accident of Vietnamese ships, boats, fishermen, and crew members abroad;
- Managing the organization and operation of the Fund for the Protection of Vietnamese Citizens and Legal Entities Abroad in accordance with law.
