Regarding this issue, LawNet would like to answer as follows:
College of Printing Industry (hereinafter referred to as College) is a public training institution directly under the Ministry of Information and Communications, in the national education system of the Socialist Republic of Vietnam.
The school has the function of training and fostering human resources with college degrees in engineering, economics and lower levels in the field of printing industry, including major majors: Print production technology, Mechanical engineering technology, Business administration, and Applied informatics are scientific and technological research and development serving the industry's management, production, business, and socio-economic development.

According to Article 8 of the Regulations issued together with Decision 56/2008/QD-BTTTT, the organizational structure of the College of Printing Industry is as follows:
- Leader:
+ Principal;
+ Vice Principals.
- Science - Training Council, and other Advisory Councils.
- Function rooms:
+ Training Department;
+ Department of Organization and Personnel;
+ Finance - Accounting Department;
+ Administration - Administration Department;
+ Student Affairs Office;
+ Department of Scientific Management and International Cooperation.
- Specialized faculties:
+ Faculty of General Science;
+ Faculty of Marxism-Leninism and Ho Chi Minh Thought;
+ Faculty of Printing Technology;
+ Faculty of Mechanical Technology;
+ Faculty of Business Administration;
+ Faculty of Information Technology;
+ In-service Department.
- Service establishments, training, scientific research, and technology transfer services, including:
+ Training facilities: Information center; Laboratory; Dormitory;
+ Service and technology transfer facilities: Center for scientific research and technology transfer for printing production; Workshops; Experimental factory; Foreign language Center; Computer center; Job Center.
- Organization of the Communist Party of Vietnam, mass organizations, and social organizations.
The College of Printing Industry has the following responsibilities:
- The school is subject to the inspection and supervision of the Ministry of Information and Communications and state management agencies according to the fields of functions prescribed by law, as follows:
+ Obey the laws and regulations of the State and ministries related to the fields of operation of the University;
+ Comply with the financial, credit, tax, profit collection, accounting, and statistical regimes as prescribed by law;
+ Comply with regulations on organization, cadres, and public employees, including: establishment, separation, merger, reorganization, and dissolution; approving, amending, and supplementing regulations on organization and operation, appointing, dismissing, transferring, rewarding, and disciplining officials and employees of the University according to the regulations of the State and the management decentralization of the Ministry of Information and Communications;
+ Comply with the State's regulations on foreign relations;
+ Exercise the rights and obligations towards lecturers, teachers, officials, public employees, and employees of the University in accordance with the law.
- The school takes civil responsibility in accordance with the law; organizations and individuals are not allowed to take advantage of the University's name and facilities to conduct illegal activities.
