1. What is the Central Committee for Internal Affairs?

The Central Committee for Internal Affairs is the advisory and assisting body of the Central Committee, directly and often the Politburo, the Secretariat on undertakings and major policies in the field of internal affairs, corruption prevention and control and judicial reform; at the same time is a professional agency on internal affairs of the Party, a standing body of the Central Steering Committee for Anti-corruption and the Central Steering Committee for Judicial Reform in Vietnam.

According to Clause 2, Article 3 of Decision 216-QD/TWin 2020, the organizational structure of the Central Committee for Internal Affairs is regulated as follows:

- The Department of Monitoring handles cases and cases

- Law Department

- Department of Internal Affairs

- Anti-corruption monitoring department

- Judicial Reform Department

- General Research Department

- Local Department I (in Hanoi)

- Local Department II (in Da Nang)

- Local Department III (in Ho Chi Minh City)

- Organize staff

- Office

- Internal Affairs Magazine.

3. Tasks and powers of the Central Committee for Internal Affairs in Vietnam

The Central Committee for Internal Affairs has the following tasks and powers in Vietnam:

- Lead or coordinate in researching and advising the Party's viewpoints, guidelines, and orientations on law-making work, focusing on projects related to internal affairs, corruption prevention and combat, and judicial reform.

- Lead or coordinate in researching and advising on a number of major undertakings and policies on national security, anti-corruption, and judicial reform; coordinate in researching and advising on the organization and operation of internal organs (procuracy, court, judiciary, inspectorate, police, army), Vietnam Bar Association, Vietnam Bar Federation, and a number of related agencies and organizations in the field of internal affairs and justice at the central level.

- Lead or coordinate with relevant agencies to study and advise with the Politburo, the Secretariat, the Central Steering Committee for Anti-corruption, and the Central Steering Committee for Judicial Reform to lead and direct the amendment, supplementation, and remedy of loopholes and inadequacies in mechanisms, policies, and laws in the fields of internal affairs, anti-corruption, and judicial reform; for guidelines and orientations for handling a number of serious and complicated cases and cases that are concerned by public opinion according to regulations.

- Summarize practice, conduct scientific research, and contribute to the development of theories on internal affairs, anti-corruption, and judicial reform.

- Coordinate with the Central Inspection Committee to advise and assist the Politburo and the Secretariat in formulating and organizing the implementation of annual inspection and supervision programs and plans in the fields of internal affairs, anti-corruption, and judicial reform.

- Assume the prime responsibility for, and coordinate with, guide, monitor, urge, inspect, and supervise Party committees and organizations at all levels in the implementation of the Party's guidelines and policies, and the State's laws on internal affairs, corruption prevention and control, and judicial reform.

- Lead or coordinate with relevant agencies to assist the Politburo and the Secretariat in inspecting and supervising the implementation of the Party's guidelines and policies and the State's laws at internal agencies, the Vietnam Bar Association, and the Vietnam Bar Federation.

- Assume the prime responsibility for, or coordinate with relevant agencies in, directing, guiding, monitoring, urging, examining, and supervising the handling of a number of cases and cases assigned by the Politburo, the Secretariat, and the Central Steering Committee for Anti-corruption.

- Assume the prime responsibility for guiding and fostering professional work for the internal affairs departments of the provincial Party Committee and Party Committee and the contingent of cadres engaged in internal affairs, anti-corruption, and judicial reform of Party committees and organizations at all levels; participate in the directions and tasks of internal affairs, anti-corruption, and judicial reform of the provincial Party Committees, city party committees, and Party committees at all levels and organizations directly under the Central Government.

- Perform other tasks of inspection and supervision in the fields of internal affairs, anti-corruption, and judicial reform according to the Party's regulations.
