1. Functions of the Center for Human Resource Training of VTC Digital Television in Vietnam

Center for Human Resource Training of VTC Digital Television is an organization directly under VTC Digital Television; has the function of building and organizing training and fostering courses to improve professional qualifications, knowledge, and skills in the fields of radio, television, and multimedia communications.

Center for Human Resource Training of VTC Digital Television has its own seal and account for transactions in accordance with the law; and is headquartered in Hanoi city.

2. Organizational structure of Center for Human Resource Training of VTC Digital Television in Vietnam

* Leader:

The Center has a Director and Deputy Directors.

The Center Director is responsible before the Station Director and before the law for the results of implementing assigned functions, tasks, and powers.

The Center's Deputy Director helps the Center Director direct and manage all aspects of the Center's work and is responsible to the Center Director and the law for assigned tasks.

* Organizing committee:

Departments

- Organization and Administration

- Financial Planning Division

- Department of Foreign Affairs and Training Cooperation

The functions, tasks, powers, and working relationships of the departments are developed by the Center Director and submitted to the Station Director for approval.

3. Duties and powers of the Center for Human Resource Training of VTC Digital Television in Vietnam

The tasks and powers of the Center for Human Resource Training of VTC Digital Television are specified in Article 2 of of Decision 927/QD-BTTTT in 2015, including:

- Develop annual and long-term development and work plans of the Center according to the development strategy of VTC Digital Television Station (Station), submit them to the Station Director and implement them after approval.

- Research and develop training and retraining programs, subject outlines, the curriculum of training and professional development classes consistent with the practical development needs of the modern broadcasting and multimedia industry and of society. Organize a team of lecturers and collaborators to do the work of compiling textbooks and training programs according to approved content.

- Carry out business and service activities in accordance with the functions and tasks of the Center; Cooperate and associate with domestic and foreign organizations and individuals to organize other service activities in accordance with the functions and tasks of the Center to generate additional revenue according to the decentralization and authorization of the Station Director and the provisions of law.

- Coordinate with domestic and foreign partners on cooperation, joint training, and fostering activities. Have the right to use and exploit resources, facilities, technical equipment, and production programs of the station to serve the Center's professional work, according to the approved plan, according to the direction of the Station Director and the provisions of law.

- Implement investment management in facilities and asset procurement according to the provisions of the law and the decentralization of the Station Director.

- Carry out scientific research and apply scientific and technical advances and radio and television information and communication technology as assigned by the Station Director. Directly manage scientific research projects and topics serving the Center's teaching work.

- Coordinate the implementation of a number of propaganda tasks for the Station, including: compiling and printing internal publications, documents, textbooks, and scientific research topics to serve the research, training, and promotion of the Center and the Station.

- Implement the financial decentralization plan approved by the Station Director after receiving opinions from the Ministry of Information and Communications in accordance with the Station's financial mechanism and other relevant regulations; Develop and organize the implementation of internal spending regulations as approved by the Director.

- Coordinate with units inside and outside the station to develop training and professional development plans for officers, employees, and employees of the unit; coordinate with relevant units to develop human resource development plans to meet the unit's development needs.

- Manage  organizational structure, officials, and workers; The Center's finances, assets, records, and documents as assigned by the Station Director and according to the provisions of law.

- Implement periodic and extraordinary reporting regimes at the request of the Station Director and competent state management agencies according to the provisions of the law.

- Perform other tasks assigned by the Station Director.
