1. Location and functions of the Center for Digital Transformation and Agricultural Statistics in Vietnam

- The Center for Digital Transformation and Agricultural Statistics is an organization under the Ministry of Agriculture and Rural Development based on the arrangement and consolidation of the Center for Informatics and Statistics.

The Center for Digital Transformation and Agricultural Statistics (hereinafter abbreviated as the Center) is a public service unit:

+ Specialized in information technology, digital transformation, and information security of the Ministry of Agriculture and Rural Development;

+ Carry out the advisory function to help the Minister unify the organization and implementation of information technology application activities, digital transformation, building and developing e-Government, the Digital Government in the Ministry, and the Agriculture and Rural Development sector fall under the tasks of the Center;

+ Organize sectoral statistical activities to serve the Ministry's state management function and the direction and administration of the Minister of Agriculture and Rural Development; Organize and deploy the construction, management, administration, and operation of technical infrastructure, databases, information systems, and digital platforms of the Ministry;

+ Carry out remote sensing, geographic information systems, forecasting, information, and library tasks under the tasks of the Ministry of Agriculture and Rural Development.

- The Center for Digital Transformation and Agricultural Statistics has its own legal status and seal and is allowed to open accounts at the State Treasury and the Bank to operate. The Center's operating funds are allocated from the state budget and other legal revenue sources according to the provisions of the law.

- Center for Digital Transformation and Agricultural Statistics is headquartered in Hanoi City.

2. Organizational structure of the Center for Digital Transformation and Agricultural Statistics in Vietnam

The organizational structure of the Center for Digital Transformation and Agricultural Statistics includes:

Center leader:

The Center for Digital Transformation and Agricultural Statistics has a Director and Deputy Directors appointed and dismissed by the Minister of Agriculture and Rural Development according to regulations.

+ The Center Director manages the Center's activities and is responsible before the Minister and the law for all activities of the Center; regulates the functions and tasks of the professional departments under the Center; arranges officers and labor contracts according to job positions appropriate to assigned tasks;

+ The Center's Deputy Director helps the Director monitor and direct the implementation of some aspects of work as assigned by the Director and is responsible before the Director and before the law for assigned tasks.

- Professional departments:

+ Office;

+ Department of Digital Transformation and International Cooperation;

+ System Administration Department;

+ Digital Technology Department;

+ Electronic Information Portal Management Department;

+ Statistics and Forecasting Department;

3. Tasks and powers of the Center for Digital Transformation and Agricultural Statistics in Vietnam

The tasks and powers of the Center for Digital Transformation and Agricultural Statistics include:

(1) Develop and submit to the Ministry strategies, programs, schemes, plans, and projects on digital transformation, development of e-Government, digital Government, application of information technology, information security, remote sensing, geographic information systems, statistics, forecasts, information, and libraries under the tasks of the Center and as assigned by the Minister; organize implementation after approval.

(2) Carry out digital transformation tasks, developing e-Government, digital Government, applying information technology, information security, remote sensing, and geographical information systems:

- Develop and submit to the Ministry regulations and documents guiding agencies and units on implementing digital transformation plans, developing e-Government, digital Government, information technology, information security, remote sensing, and geographic information systems;

- Preside and coordinate with relevant units to develop and organize the implementation of the Ministry's Digital Transformation Index (DTI), monitor and evaluate the Ministry's digital transformation, and coordinate to monitor and evaluate the situation and results of building e-Government and digital Government in the Ministry;

- Develop and submit to the Ministry and participate in managing, supervising, and updating the e-Government Architecture of the Ministry of Agriculture and Rural Development, digital platforms, digital agricultural ecosystems associated with innovation, databases installed at the Ministry's data integration center, and creating a big data platform specialized in Agriculture and Rural Development;

- Build and operate an information technology system to serve the national single-window customs mechanism at the Ministry of Agriculture and Rural Development; The Ministry's online public service provision system; the Ministry's email system; management information systems; national databases and specialized databases as assigned by the Ministry;

- Preside and coordinate with relevant units to research, build, develop, and manage digital infrastructure and digital technology; integration, connection, and data sharing platform (LGSP); information security monitoring center (SOC); data integration center (Data Center); intelligent direction and operation information center (IOC) as assigned by the Ministry;

- Technical and technological focal point to deploy the provision, exchange, connection, integration, and sharing of specialized data of the ministry with government information systems, national databases, Database of relevant ministries and branches;

- Research and apply new models and digital technologies: artificial intelligence (AI), big data (Big Data), cloud computing, internet of things (IoT), blockchain, virtual reality/augmented reality (VA/AR) for the development of digital government, digital agricultural economy, digital farmers, digital countryside;

- Preside and coordinate with relevant units to ensure network information security and safety;

- Guide and participate in inspection, supervision, and evaluation of network safety and security assurance work at the Ministry according to regulations;

- Coordinate with professional agencies to implement plans to protect and prevent conflicts in information systems and overcome information conflicts on the network within the Ministry's management scope; organize response to network information security incidents; participate in the implementation and application of digital certificates and digital signatures in the activities of the Ministry in accordance with the law;

- Be responsible for building, managing, maintaining and developing the Electronic Information Portal of the Ministry of Agriculture and Rural Development; organize the collection, processing and provision of information on the Ministry's web portal; apply digital technology to provide information via social networks and mobile devices as prescribed by law;

- Organize and guide the implementation of regulations on digital transformation, digital government development, information security, information technology, remote sensing, and applicable geographic information systems in Agriculture and Rural Development;

- Research, investigate, and forecast issues related to digital government, digital agricultural economy, digital farmers, digital countryside, information security, information technology application, remote sensing, and geographic information systems to serve the management requirements of ministries and branches;

- Member of the technical and technological appraisal council for schemes, programs, and projects on digital transformation, e-Government development, information technology application, information security, remote sensing, and geographic information systems of agencies and units under ministries and branches.

(3) Performing statistical and forecasting tasks:

- Participate in developing and submitting to the Minister regulations and documents guiding agencies and units on implementing statistical and forecast plans;

- Coordinate with relevant units to develop and submit to the Ministry for promulgation a system of statistical indicators and statistical classification, a list of statistical surveys, and a statistical reporting regime for the agriculture and rural development sector; organize the implementation of statistical reporting regimes as prescribed;

- Propose annual statistical and specialized surveys; develop a plan for statistical investigation; organize the implementation of statistical surveys and other surveys to serve the management and administration requirements of the Ministry; carry out investigation activities as required;

- Manage and operate the statistical information system of the agriculture and rural development sectors; organize the collection and synthesis of statistics; conduct short- and medium-term analysis and forecasts;

- Propose the publication of statistical information and basic survey results of the industry; disseminate and store statistical information according to regulations;

- Compile periodic statistical reports, statistical analysis reports, thematic and ad hoc forecasts, an annual industry statistical yearbook, a multi-year statistical data system, and other statistical information products assigned by the Ministry.

(4) Carry out information, communication, and library tasks:

- Collect, synthesize, analyze, and disseminate information on undertakings, policies, scientific and technological development, research results, application of science and technology, markets, agricultural production, rural development in service of state management, and subjects in need;

- Develop forms of information, multimedia communication, and specialized information publications; Publishing and releasing newsletters to serve the agricultural and rural development sectors;

- Manage, maintain, and develop traditional and digital libraries; implement interoperability between domestic and foreign digital libraries.

(5) Scientific research and application of new technology related to the development of digital government, digital agricultural economy, digital farmers, digital countryside, information security, information technology, remote sensing, geographical information systems, statistics, forecasting, information, and libraries.

(6) Coordinate and organize training and refresher courses to improve professional qualifications and develop human resources on digital transformation, digital Government, information technology, information security, remote sensing, geographical information systems, statistics, forecasting, information, and libraries.

(7) Carry out consulting and service activities according to the provisions of the law:

- Investment consulting, verification, and construction supervision for projects on digital transformation, e-Government, digital government, information technology, information security, remote sensing, geographical information systems, statistics, forecasting, information, library;

- Consult on preparing investment reports, technical design, and construction of projects on digital transformation, e-Government, digital government, information technology, information security, remote sensing, geographic information systems, statistics, forecasts, information, libraries;

- Consult services and technology transfer on digital transformation, e-government, digital government, information technology, information security, remote sensing, geographic information systems, statistics, forecasting, information, libraries.

(8) Carry out international cooperation tasks according to the provisions of the law and the assignment and decentralization of the Minister.

(9) Cooperation, joint ventures with organizations and individuals in training, fostering, applied scientific research and technology transfer, consulting, and providing services in the assigned fields according to the regulations of the Law.

(10) Develop and submit to the Ministry the project of employment positions; manage the organizational structure, the number of people working, and the structure of public employees according to professional titles; Implement salary regimes and policies, training, rewards, and discipline for officials and labor contracts of the Center according to the Ministry's decentralization and the provisions of the law.

(11) Implement administrative reform according to the Ministry's administrative reform programs, plans, and projects and the provisions of the law.

(12) Manage finance, assets, budget, and other resources assigned in accordance with the law.

(13) Carry out inspections and resolve complaints and denunciations, prevent corruption and negativity, practice thrift, and combat waste in the unit according to the provisions of the law.

(14) Perform other duties assigned by the Minister.
