1. Organizational structure of State Organization Journal in Vietnam

- Leader of the Magazine:

The magazine has an Editor-in-Chief and Deputy Editor-in-Chief. The Editor-in-Chief and Deputy Editor-in-Chief are appointed, dismissed, and dismissed by the Minister according to the provisions of the law and the Ministry of Home Affairs.

- Specialized departments:

+ Editorial Department;

+ Editorial Secretary Office;

+ Administration - General Department;

+ Publishing - Advertising Department;

+ State Organization electronic magazine.

- State Organization Journal operates under a leadership regime with the Editor-in-Chief in charge, responsible before the law and to the Minister of Home Affairs for all activities of the Magazine. Civil servants and employees of the State Organization Journal are classified and appointed to professional ranks and levels according to current regulations of the State and the Ministry of Home Affairs.

- The payroll of the State Organization Journal is implemented according to the provisions of the Press Law and is decided by the Minister of Home Affairs.

Magazine State organizations are allowed to use the contract labor of public service units according to the regulations of the State and the Ministry of Home Affairs.

- The Editorial Council is a consulting organization that helps the Editor-in-Chief in orienting scientific content and improving the quality of the Journal, including a number of scientific staff and concurrent managers inside and outside the agency. The Editorial Board is established by the Editor-in-Chief.

- State Organization Journal is funded by the Ministry of Home Affairs according to the provisions of the Budget Law, the Press Law, and other sources according to current regulations of the State and the Ministry of Home Affairs.

- State Organization Journals are allowed to apply the revenue-generating public service unit mechanism according to the Government's regulations.

- The Editor-in-Chief is responsible for developing, promulgating, and organizing the implementation of the Journal's working regulations in accordance with the provisions of the law, working regulations, and other regulations of the Ministry of Home Affairs.

2. Duties and powers of the State Organization Journal in Vietnam

The duties and powers of the State Organization Journal are specified in Article 2 of Decision 70/QD-BNV 2016, including:

- Develop and implement plans and development planning of the Magazine and organize implementation after approval by the Minister.

- Organize the editing, publishing, and distribution of magazines under the license of the Ministry of Information and Communications, according to the regulations of the Ministry of Home Affairs and the Press Law.

- Organize the editing, publishing, and distribution of thematic and special issues to serve work requirements according to the functions and tasks of the Ministry of Home Affairs; act as a focal point and coordinate with units under the Ministry to organize the editing, publishing, and distribution of documents, information, and professional books to serve state organization work according to the provisions of the Press Law and the Ministry of Home Affairs.

- Participate and coordinate in organizing conferences, seminars, or major events for the industry and the Ministry of Home Affairs.

- Carry out and participate in research on topics, scientific topics, and projects to serve the work of the Journal and the work tasks of the Ministry of Home Affairs.

- Build and use a team of collaborators and informants nationwide to carry out the Journal's tasks according to the regulations of the State and the Ministry of Home Affairs.

- Carry out international cooperation tasks as assigned and decentralized by the Ministry of Home Affairs.

- State Organization Journal has the right to:

+ Attend conferences of the Ministry of Home Affairs and units under the Ministry; leaders of units under the Ministry are provided with information and documents on the areas the unit is in charge of to carry out the functions and tasks of the Journal.

+ Organize meetings, seminars, and discussions on expertise and operations to serve the Journal's propaganda and publishing work.

+ Attend conferences of ministries, ministerial-level agencies, Government agencies, and centrally-run provinces and cities in the field of state organization work to collect information for the Journal's propaganda work.

+ Request the Personnel Organization Departments of ministries, ministerial-level agencies, Government agencies, Departments of Home Affairs of provinces, and centrally run cities provide information and work situations to carry out the Journal's mission.

- Coordinate relations with units under the Ministry of Home Affairs according to assigned functions and tasks in the process of organizing and implementing the Ministry's activities, serving the Journal's propaganda work.

- Sign information, propaganda, and thematic development contracts with ministries, branches, and localities according to assigned functions and tasks.

- Manage and build a team of civil servants and public employees; manage the Journal's finances and assets according to the regulations of the State and the Ministry of Home Affairs.
