1. Organizational structure of Information and Communications Publishing House in Vietnam

The organizational structure of the Information and Communications Publishing House is specified in Article 3 of Decision 2122/QD-BTTTT 2023 as follows:

- Publishing House Leader:

The publishing house has a Director, Deputy Director, Editor-in-Chief, and Deputy Editor-in-Chief.

The Director is responsible before the Minister and before the law for organizing the implementation of assigned functions, tasks, and powers.

The Deputy Director helps the Director manage all aspects of the Publishing House's work and is responsible before the Director and before the law for assigned tasks.

The Editor-in-Chief and Deputy Editor-in-Chief perform the tasks and powers assigned by the Director according to the provisions of the Publishing Law.

- Organizing committee:

+ Editorial Board;

+ Electronic Publishing and Design Department;

+ Publishing Department;

+ Administration - General Department;

+ Publishing House branch in Ho Chi Minh City;

+ Publishing House branch in the Central - Central Highlands region;

Functions, tasks, powers, organizational structure and working relationships between units are decided by the Publishing House Director.

The Publishing House branch in Ho Chi Minh City, Central - Central Highlands has a seal and account for transactions according to the provisions of law.

2. Duties and powers of Information and Communications Publishing House in Vietnam

- Publish publications according to the Publishing House Establishment License, specifically:

Develop and organize the implementation of annual publishing plans; manuscript organization; compilation organization; appraisal, editing, design, and publishing; Organize the printing and distribution of printed publications and electronic publications (including audiobooks) according to the provisions of the law; Publishing major publications:

+ Books, political documents, laws on information and communications; books and documents serving the Party and State's foreign information and propaganda tasks; serving political tasks; economic, cultural, and social development of the country;

+ Books and documents on science - technology and economics; processes, regulations, standards, and economic and technical norms in production and construction; Management and operation policies for network and business operations; Introducing scientific works and new solutions in information and communication;

+ Cultural, social, literary, and artistic books; traditional industry history books;

+ Dictionary serving the field of Information and Communications;

+ Books and reference materials for students at all levels of high school information and communication;

+ Textbooks and professional books; telephone directory; Reference documents for training systems in the information and communications industry;

+ Other publications consistent with principles, purposes, functions, and tasks; Publisher's target audience.

- Perform other tasks serving the state management of the Ministry of Information and Communications

+ Research, propose, and comment on legal documents, regimes, and policies in the fields of publishing, printing, and distribution;

+ Participate in the research and development of economic and technical norms; mechanisms, and policies on prices and price frames for public services in the fields of publishing, printing, and distribution;

+ Implement publications under programs, projects, and schemes of the Ministry of Information and Communications; documents serving training and education in the field of information and communication;

+ Coordinate with relevant units in investigating and surveying data and information in the fields of publishing, printing, and distribution.

- Perform unit management and development tasks

+ Provide technical services and technology infrastructure for publishing and distributing print and electronic publications;

+ Research and apply science and technology in publishing activities;

+ Cooperate, cooperate, and associate with domestic and foreign organizations and individuals in publishing, printing, and distribution activities according to the provisions of law;

+ Carry out production, business, and service activities according to the provisions of the law and in accordance with the principles, purposes, functions, and tasks of the Publishing House;

+ Manage organizational structure, officials, and workers; Implement policies and regimes for officials and employees under the management of the unit according to the provisions of law and decentralization of the Minister;

+ Manage finances, assets, documents, and other assigned resources according to the provisions of the law and the decentralization of the Minister.

- Perform other tasks as prescribed by law or assigned by the Minister.
