1. Organizational structure and payroll of the State Protocol Department in Vietnam

The organizational structure and payroll of the State Protocol Department includes:

- Foreign Affairs Committee.

- Board of incentives and exemptions.

- General Department - Research.

- Office.

The above organizations are administrative organizations that assist the Director of the State Protocol Department in performing the state management function.

The promulgation of working regulations, specifying functions, tasks, powers, organizational structure, appointment and dismissal of heads and deputy heads of units under the Department of State Protocol comply with the provisions of law and decentralization of the Minister of Foreign Affairs.

The payroll of cadres, civil servants and employees of the State Protocol Department shall be decided by the Minister of Foreign Affairs in the total payroll of the Ministry of Foreign Affairs.

2. Duties and powers of State Protocol Department in Vietnam

Duties and powers of the State Protocol Department in Vietnam include:

(1) Advise and assist the Minister of Foreign Affairs in researching, proposing, and developing for the Minister of Foreign Affairs to promulgate or submit to competent authorities for promulgation regulations on external reception work:

- To research the regulations and practices of Vietnamese and international receptionists;

- To preside over and coordinate with functional agencies to develop legal documents on foreign reception work.

- To assume the prime responsibility for developing, guiding, and inspecting the implementation of regulations on foreign etiquette in welcoming foreign guests;

- To assume the prime responsibility for, and coordinate with relevant agencies in, formulating, guiding and inspecting the implementation of regulations, preferential regimes, and exemptions for diplomatic missions, consular offices, Representative offices of the United Nations, International Intergovernmental Organizations in Vietnam and members of these representative offices;

- To assume the prime responsibility for developing, guiding, and inspecting the implementation of regulations on correspondence in foreign transactions.

(2) Advise and assist the Minister of Foreign Affairs in directing, guiding, and inspecting the implementation of legal documents on the work of external reception.

(3) Propose the Minister of Foreign Affairs to advise leaders of the Party, State, National Assembly and Government in the work of foreign affairs:

- Guidelines, plans and measures to raise and improve the external reception work in accordance with the guidelines and foreign policies of the Party, State and international practices;

- Ceremonies in welcoming foreign guests and organizing important events in Vietnam or organized by Vietnam abroad.

(4) Organize external reception work:

- To preside over the reception, logistics to welcome foreign high-ranking delegations and international organizations to visit and work in Vietnam at the invitation of the Leaders of the State and Government.
and guests of the Leaders of the Party and the National Assembly upon request;

- To preside over the reception and logistics for delegations of high-ranking leaders of the State and Government to visit, work, or attend international conferences abroad, and high-ranking delegations of the Party and National Assembly to visit, work or attend international conferences abroad upon request;

- To preside over the reception in organizing international summits hosted by the State of Vietnam in Vietnam;

- To preside over the reception for leaders of the Party, State, Government and National Assembly to attend reception activities
invited by diplomatic missions, consular offices, representative offices of the United Nations, and international intergovernmental organizations in Vietnam;

- To assume the prime responsibility for, and coordinate with functional agencies in, organizing for heads of diplomatic missions, consular offices, Representative agencies of the United Nations, and international intergovernmental organizations in Vietnam to attend activities invited by the State and Government of Vietnam;

- To preside over and coordinate with relevant agencies to organize the implementation of the process of approval, reply to approval, welcome, and organize the presentation of the Credentials Certificate and organize for foreign Ambassadors Extraordinary and Plenipotentiary to greet senior leaders of the Party, State, Government and National Assembly, and organize for the Diplomatic Corps to visit localities of Vietnam;

- To assume the prime responsibility for, and coordinate with functional agencies in, managing and implementing the preferential regimes and immunities for diplomatic missions, consular offices, Representative offices of the United Nations, and international intergovernmental organizations in Vietnam in accordance with Vietnamese law, international treaties to which Vietnam is a signatory, and international practices;

- To assume the prime responsibility for, and coordinate with relevant units of the Ministry of Foreign Affairs in, carrying out the external reception procedures for the appointment of Ambassador Extraordinary and Plenipotentiary, Representative, Permanent Representative of the Socialist Republic of Vietnam abroad at the United Nations and international intergovernmental organizations;

- To assume the prime responsibility for, and coordinate with functional agencies in, informing the decisions of the leaders of the State, the Government and the provisions of Vietnamese law related to the work of external reception to the diplomatic missions, Consular offices, representative offices of the United Nations, and International Intergovernmental Organizations in Vietnam;

- To guide, manage, and coordinate with functional agencies to ensure preferential regimes and exemptions for foreign representative missions of the Socialist Republic of Vietnam abroad and at intergovernmental international organizations in accordance with the provisions of international law;

- To coordinate with relevant authorities to organize important events in Vietnam that invite high-ranking international guests and the Diplomatic Delegation to attend. 

(5) Assume the prime responsibility for, and coordinate with functional agencies in, organizing reception training for cadres, civil servants, and public employees of the diplomatic sector, officials, staff of representative missions of the Socialist Republic of Vietnam abroad, and other agencies and organizations upon request.

(6) Manage the organizational apparatus, payroll, finance, and assigned assets according to the provisions of the law and the decentralization of the Ministry of Foreign Affairs.

(7) Perform other duties as authorized or assigned by the Minister of Foreign Affairs.
