- Leaders of the Department of Foreign Affairs include the Director and Deputy Directors appointed and dismissed by the Minister according to regulations.
The Director is responsible before the Minister and the law for all activities of the Department.
The Deputy Directors assist the Director in managing and operating the Department's activities according to the assignment and authorization of the Director, and are responsible before the Director and the law for assigned and authorized tasks.
- The Department of Foreign Affairs has the following specialized units:
+ General Department;
+ Local room;
+ Department of Foreign Non-Governmental Organizations.
- The Director of the Department of Foreign Affairs specifies the functions and tasks of the units under the Department; and directs the development, approval, and implementation of the Department's working regulations in accordance with the Ministry's working regulations.

The duties and powers of the Department of Foreign Affairs are specified in Article 3 of Decision 3088/QD-BNG of 2013, including:
- Regarding the development of legal documents:
+ Take the lead or coordinate in prejudice, constructing, and submitting to the competent authorities the issuance of legal standard documents related to local foreign affairs, the management of non-governmental foreign organizations, and international conferences and seminars in Vietnam.
+ Chair or coordinate comments on draft legal documents sent for comments;
+ Coordinate inspections, report inspection results, and make recommendations for handling legal standard documents related to local foreign affairs, the management of non-governmental foreign organizations, and international conferences and seminars in Vietnam.
+ Recommend to the Minister measures and forms for disseminating, propagating, guiding, and implementing legal standard documents related to local foreign affairs, the management of non-governmental foreign organizations, and international conferences and seminars in Vietnam.
- Regarding the development of guidelines, policies, programs, and plans:
+ Recommendation to the Minister on guidelines, policies, plans, and measures to organize and implement local foreign affairs, management of foreign non-governmental organizations, and international conferences and seminars in Vietnam;
+ Take the lead or coordinate with units under the Ministry of Foreign Affairs (hereafter referred to as the Ministry) and other ministries, sectors, and localities to develop projects and initiatives to enhance local foreign affairs, manage non-governmental foreign organizations, and organize international conferences and seminars in Vietnam.
+ Take the lead and coordinate with relevant ministries, sectors, and localities in providing opinions on the development and implementation of unified management regulations for foreign affairs activities and projects for human resource development and organizational restructuring of local foreign affairs agencies.
- Regarding direction, guidance, management, and support for local foreign affairs activities:
+ Preside and coordinate to disseminate, thoroughly grasp, support, and urge localities to implement the Party's guidelines and policies and the State's laws in the field of foreign affairs;
+ Advise, propose content, and organize an annual foreign affairs orientation for the locality; Support, urge and inspect the implementation of local foreign affairs programs and plans;
+ Develop and organize the implementation of annual local work plans and programs of the Ministry; Monitor and urge the implementation of results of working programs, agreements and commitments of the Ministry to localities;
+ Chair and coordinate with units in the Ministry to direct, guide and support localities in implementing the tasks of the Foreign Affairs sector on politics, economics, culture, territorial borders, and overseas Vietnamese work, serving the cause of local socio-economic development;
+ Preside over receiving and coordinating with units within the Ministry to resolve local requests and recommendations related to foreign affairs activities in the area; coordinate to direct, guide, inspect, and urge the professional implementation of local foreign affairs agencies;
+ Preside over building and promoting the implementation of a coordination mechanism between the Ministry and localities; Advise and propose improvements in the mechanism for coordinating foreign affairs between localities;
+ Chair and coordinate to organize foreign affairs conferences, seminars, and discussions on local foreign affairs; Advise and propose participation in major political, economic, and cultural events in the locality and participate in exchange activities and work experience exchanges with local foreign affairs agencies;
+ Coordinate with the Department of Emulation - Commendation and Diplomatic Traditions to carry out emulation and reward work for local groups and individuals who achieve outstanding achievements in foreign affairs.
- Regarding the management of non-governmental foreign organizations in Vietnam:
+ Take the lead and coordinate in managing activities, coordinating inspections, monitoring, resolving complaints and denunciations, and handling violations related to the activities of non-governmental foreign organizations in Vietnam;
+ Organize the issuance, extension, amendment, supplementation, and revocation of Activity Registration Certificates, Project Office Establishment Certificates, and Representative Office Establishment Certificates for non-governmental foreign organizations in Vietnam; in some special cases as regulated by law, propose to the Minister to allow non-governmental foreign organizations to carry out certain humanitarian activities before being granted the Registration Certificate;
+ Guide, support, and urge local foreign affairs agencies in their management and regular reporting on the activities of non-governmental foreign organizations in their jurisdiction;
+ Coordinate in mobilizing and calling for emergency assistance from non-governmental foreign organizations.
- Regarding Conference and seminar management: take the lead in managing international conferences and seminars held in Vietnam; coordinate in monitoring, guiding, inspecting, and urging the implementation of conference and seminar management in Vietnam.
- Reporting and compilation work:
+ Take the lead in compiling comprehensive reports on the annual foreign affairs programs and activities of ministries, sectors, and localities, as well as urgent reports related to local foreign affairs to be reported by the Minister to the Prime Minister;
+ Coordinate with relevant agencies in building regular and urgent reports on the activities of non-governmental foreign organizations in Vietnam to be reported by the Minister to the Prime Minister;
+ Take the lead in preparing annual reports on the situation of organizing international conferences and seminars in Vietnam to be reported by the Minister to the Prime Minister.
- Regarding local staff training and development:
+ Take the lead and coordinate in building and implementing projects, programs, and plans to enhance knowledge of foreign affairs, professional skills, and foreign language skills for local staff;
+ Guide local foreign affairs agencies in training and developing local staff.
- Regarding information, research, and documentation work:
+ Take the lead in building, maintaining, and promoting a two-way information mechanism between the Ministry of Foreign Affairs and localities;
+ Coordinate in the content development and updating of information on foreign affairs and local foreign affairs on the Ministry's electronic information portal; promote and introduce economic, cultural, and social potentials, investment, and trade promotion needs; and mobilize assistance from localities;
+ Compile regular Foreign Affairs newsletters providing information to local foreign affairs agencies on foreign affairs activities, new documents, regulations related to foreign affairs, and non-governmental foreign organizations;
+ Take the lead and coordinate in proposing and researching projects and topics related to foreign affairs activities of ministries, sectors, localities, and non-governmental foreign organizations;
+ Build profiles, documents, and databases of the department.
- Regarding management of officials and civil servants:
+ Manage the organization, apparatus, and utilization of officials and civil servants of the department in accordance with the law and the department's delegation;
+ Coordinate in proposing recruitment, training and development plans, and personnel planning for the department;
+ Propose the supplementation of personnel for the department and the reassignment of civil servants of the department to other tasks;
+ Recommend rewards and disciplinary actions for officials of the department.
- Implement administrative reform contents according to the program, plan, and delegation of the Ministry.
- Implement the regulations of the State and the Ministry regarding administrative work, correspondence, archiving, state secret protection, office safety, and labor discipline; manage finances and assets delegated by the Ministry and regulations of the law.
- Perform other tasks as assigned or authorized by the Minister.
- Regarding the management of non-governmental foreign organizations in Vietnam:
