Regarding this issue, LawNet would like to answer as follows:
National Electronic Authentication Center is a public non-business unit directly under the Ministry of Information and Communications, with the function of managing and exploiting infrastructure for providing digital signature authentication services, electronic authentication services, timestamp issuance services, and other services on electronic transactions as prescribed by law; is a national digital signature certification service provider (Root Certification Authority).
The National Center for Electronic Attestation has legal status and seals and accounts for transactions in accordance with the law, and its head office is located in Hanoi.

Specifically, in Article 3 of Decision 26/QD-BTTTT in 2023, the organizational structure and number of people working for the National Electronic Authentication Center are as follows:
(1) Center leader:
The National Electronic Authentication Center has a Director and Deputy Directors.
The Director is responsible before the Minister and before the law for the organization of the performance of the assigned functions, tasks, and powers.
The Deputy Director assists the Director in directing and administering the Center's work areas, taking responsibility before the Director and the law for the performance of assigned tasks.
(2) Organizational apparatus:
- Functional units:
+ Administration - General Department.
+ Department of Planning - Finance.
+ Department of Infrastructure and Service Development.
+ Research and Testing Department.
+ Department of Examination and Policy.
+ Department of Information and International Cooperation.
- The subordinate units:
+ Branch in Da Nang city.
+ Branch in Ho Chi Minh City.
Functions, duties, powers, and working relationships between functional units shall be prescribed by the Director of the Center.
The functions, tasks, powers, and organizational structure of the affiliated units shall be developed by the Director of the Center and submitted to the Minister for decision.
(3) The number of people working for the National Electronic Authentication Center shall be decided by the Center's Director or submitted to the Minister for decision on the basis of the level of financial autonomy assigned as prescribed by law.
The National Center for Electronic Attestation has a number of duties and powers, as follows:
- Assume the prime responsibility for, and coordinate in the development and implementation of, programs, plans, schemes, and projects to develop and promote the application of digital signature and electronic authentication services, timestamp issuance and other services in accordance with the law on electronic transactions, applications for electronic transactions/digital signatures, and electronic authentication;
- Verify records and the issuance of digital certificates to organizations providing public digital signature and electronic authentication services, timestamp issuance, and other services in accordance with the law on electronic transactions;
- Check activities related to digital signature and electronic authentication services, timestamp issuance services, and other services according to the provisions of the law on electronic transactions of service providers and organizations using private electronic signatures;
Check activities using foreign digital certificates accepted in Vietnam and foreign digital certificates accepted in international transactions; check electronic authentication systems according to regulations;
- Coordinate troubleshooting activities related to digital signature and electronic authentication services, timestamp issuance services, and other services in accordance with the law on electronic transactions;
- Organize the collection, management, and use of service fees for maintaining the system of checking the status of digital certificates and fees and charges for digital signature and electronic authentication services, timestamp issuance, and other services in accordance with the law on electronic transactions.
- Build, manage, operate, and maintain the operation of the electronic authentication system, the time stamp service management system, and technical systems in accordance with the law and as assigned by the Minister ;
- Organize and manage digital certificates of public digital signature certification service providers, timestamp service providers, and other service providers in accordance with the law on electronic transactions;
