1. Organizational structure and number of members of inspection committees at all levels in the Party in Vietnam

The organizational structure and number of members of inspection committees at all levels in the Party according to Clause 2, Article 8 of Regulation 22-QD/TW in 2021 are as follows:

* Central Inspection Committee:

Number from 19 to 21 full-time members; of whom no more than a third are members of the Central Executive Committee. The Standing Committee of the Central Inspection Committee consists of the chairperson and the deputy chairmen; The number of deputy chairpersons is decided by the Politburo.

* Inspection Committee of the Provincial Party Committee and Party Committee directly under the Central Government:

- The number of members is from 9 to 11 (to be decided by the Party Committee), of which 2 are part-time members (the head of the committee or deputy head of the Party Committee's organizational committee is the member and the chief inspector of the province or city), the Inspection Committee of Hanoi Party Committee, the Ho Chi Minh City Party Committee from 13 to 15 members; Thanh Hoa, Nghe An, from 11 to 13 members.

- Full-time members include: The chairperson is a member of the standing committee, from 2 to 3 vice chairmen (the standing deputy chair is a member); and a number of members; Particularly, the Inspection Committee of the Party Committee of Hanoi and Ho Chi Minh City must have no more than 5 deputy chairmen, and the Inspection Committee of Thanh Hoa and Nghe An Provincial Party Committees must have no more than 4 deputy heads.

* Inspection Committee of the Party Committee of Central Agencies and Central Enterprises:

- The number of members is from 11 to 13 (to be decided by the Bloc Party Committee), of which there are 3 to 5 members holding part-time positions (commissioner level in charge of organization, member level in charge of other work, secretary or deputy secretary, head of the Party Committee inspection committee under the Bloc Party Committee).

- The full-time members include: The chairperson, who is a member of the standing committee, from 2 to 3 deputy chairmen (the standing deputy chair is a member); and from 4 to 6 members.

* Central Military Commission Inspection Committee:

- The number of members is from 11 to 13 (to be decided by the Central Military Commission), of which there are 8 to 10 full-time members and 3 to 5 part-time members (including: The Chairman of the Committee is the Director of the General Department of Politics; the Deputy Minister of National Defense; the Director of the Organization Department; the Director of the Personnel Department; the Chief Inspector of the Ministry of National Defense); there are 2 to 3 members who are members of the Central Military Commission.)

- The full-time members include: 4 deputy chairpersons (with 1 standing deputy chairperson who is a member) and a number of members.

* Inspection Committee of the Central Public Security Party Committee:

- The number of members is from 11 to 13 (to be decided by the Central Party Committee of Public Security), of which there are from 8 to 10 full-time members and 3 to 5 part-time members (including: The Chairman of the Committee is the Deputy Secretary or member of the Standing Committee of the Central Public Security Party Committee, the Deputy Minister of Public Security; the Director of the Personnel and Organization Department, the Chief Inspector of the Ministry of Public Security); there are from 2 to 3 members who are members of the Central Public Security Party Committee.

- The full-time members include: 4 deputy chairpersons (with 1 standing deputy chairperson who is a member) and a number of members.

* Inspection Committee of the Party Committee of the Provincial or Municipal Party Committee:

- Number of 7 to 9 members (decided by the committee level), including 2 concurrent members (The head of the committee or the deputy head of the organizing committee is the member and chief inspector of the same level; where there is no chief inspector at the same level, he is the deputy secretary of the subordinate committee).

- Full-time members include: The chairperson, who is a member of the standing committee of the party committee, from 1 to 2 deputy chairpersons (the standing deputy chair is the member level); and a number of members.

* Inspection Committee of the Party Committee at the higher level on the basis of:

- The number of members is from 5 to 7 (decided by the committee level), of which 2 are part-time members (The head of the committee or the deputy head of the organizing committee is the member and chief inspector of the same level; where there is no chief inspector at the same level, he is the deputy secretary or the head of the inspection committee of the affiliated party committee).

- The chairperson is a member of the standing committee of the party committee, with 1 to 2 deputy chairpersons (the permanent deputy chair is full-time) and a number of full-time members.

* Inspection committee of grassroots party committee:

- The number of members is from 3 to 5 (to be decided by the grassroots party committee), of which the deputy secretary or member of the standing committee is the chairperson. Where there is no standing committee of the party committee, the deputy secretary shall act as the chairperson.

- Other members may be members of the Party committee or members in charge of mass organizations, Party cell secretaries, or people's inspectors.

- Inspection committees of grassroots party committees of communes, wards, and townships; Party grassroots organizations in agencies and enterprises with 300 or more party members shall appoint one full-time member to act as vice president.

* Party committees of divisions and branches do not set up inspection committees; the collective of Party committees and branches shall carry out the inspection and supervision and assign 1 level of members in charge. It is possible to choose to assign a number of party members to help the comrades-in-arms in charge of inspection and supervision.

* Organizational apparatus, the number of members of the inspection committee of the grassroots party committees and grassroots party committees of the Central Military Commission, the Party Committee of the Central Public Security, the Party Committees of the Blocks of the Central Agencies, and the Party Committee of the Central Enterprise Division shall be guided by the Central Commission for Inspection after reaching agreement with the above-mentioned Party Committees and the Central Organization Committee.

* In case there are other requirements than the content of Article 8 of Regulation 22-QD/TW in 2021, the committee or standing committee of the Party committee must report to the immediate superior committee or inspection committee, and only when it is approved (in writing) will it be implemented.

2. Working regime of inspection committees at all levels in the Party in Vietnam

According to Clause 1, Article 8 of Regulation 22-QD/TW in 2021, the inspection committee implements the principle of democratic centralism, works under the collective regime, makes decisions by majority, and is under the direct leadership of the committees and standing committees of the same level and the direction, guidance, inspection, and supervision of the superior inspection committee, specifically:

- The Committee may authorize the committee's standing collective (where there are 2 or more vice chairmen) to decide on a number of specific issues (according to the working regulations of the committee and regulations on the working regime of the inspection committee agency). The Standing Committee of the Committee is composed of the Chairman and the Vice-Chairmen.

For the Central Military Commission Inspection Committee, the Central Public Security Party Committee's Inspection Committee, the inspection committee's standing committee consists of the chairman, deputy directors, and full-time members.

- Strictly abide by the provisions of the Party's Charter and working regulations; periodically report to the Party committees and standing committees of programs, plans, and results of the Party's inspection, supervision, and discipline tasks, the implementation of resolutions, directives, decisions, and regulations; the conclusions of committees and standing committees of Party committees on the Party's inspection, supervision, and discipline work, the implementation of the inspection committee's working regulations; and tasks assigned by the committees and standing committees of the committees of the committees of the committees of the committees; subject to the inspection and supervision of the committee.

- Working under the direction, guidance, inspection, and supervision of the superior inspection committee in:

+ Performing duties and powers in accordance with the Party's Charter, the Central Committee, and the instructions of the Central Inspection Committee.

+ Direction, tasks, and professional activities of inspection, supervision, and discipline in the Party; advising and developing contents and programs for annual thematic inspection and supervision.

+ Reporting and providing information and documents related to the inspection and supervision contents that the superior inspection committee is conducting.

Propagating and disseminating the Party's inspection, supervision, and discipline work.

+ When necessary, the superior inspection committee directly directs to solve a number of specific problems in the performance of tasks of inspection, supervision and discipline of the inferior inspection committee.
