Regarding this matter, LawNet would like to answer as follows: 

On April 25, 2024, the Ministry of Finance issued Decision 968/QD-BTC regulating the functions, tasks, powers, and organizational structure of the National Institute for Finance in Vietnam.

Organizational structure and number of employees of the National Institute for Finance in Vietnam 

Organizational structure and number of employees in the National Institute for Finance are as follows:

- Organizational structure:

+ Macroeconomic and Forecasting Division;

+ Public Financial Policy Division;

+ Corporate Financial Policy Division;

+ Financial Market Development Division;

+ International Finance and Integration Policy Division;

+ Scientific Management Division;

+ Office;

+ Financial Information Division;

+ Vietnam Economic and Financial Journal.

The Director of the Institute specifies the functions, tasks, and powers of the units under the Institute in accordance with the regulations of the law and the Minister of Finance.

- The number of employees in the Institute is determined by the Minister of Finance.

Tasks and powers of the National Institute for Finance in Vietnam

According to Article 2 of Decision 968/QD-BTC in 2024, the tasks and powers of the National Institute for Finance are as follows:

- Research and develop national financial strategies:

+ Take charge of researching and developing national financial strategies;

+ Participate and coordinate in the research and development of specialized strategies led by units under the Ministry of Finance;

+ Participate in debate about specialized strategies to ensure their alignment with national financial strategies and other related strategies;

+ Organize the implementation, review, and summary of the implementation of national financial strategies;

+ Take charge of or participate in the research and development of other strategies as assigned by the Minister of Finance.

- Research and develop financial policies:

+ Take charge of researching and developing policies in the field of finance as assigned by the Minister of Finance;

+ Participate and coordinate in the research and development of policies led by units under the Ministry of Finance or by relevant ministries and agencies as assigned by the Minister of Finance;

+ Criticize policies and propose reform and modification plans;

+ Participate in the implementation, review, and summary of the implementation of financial policies as assigned by the Minister of Finance.

- Conduct basic and applied scientific research in the field of finance.

- Organize activities for economic and financial analysis and forecasting; research and evaluate the impact of financial policies on socio-economic development and sustainable development.

- Establish financial databases and financial information systems to serve scientific research.

- Manage the science and technology of the finance sector, including:

+ Develop research and technology orientations for the finance sector as assigned by the Minister of Finance;

+ Perform the standing tasks of the Science and Technology Council of the finance sector;

+ Provide information and statistics on science and technology in the finance sector;

+ Organize the implementation of scientific and technological activities in the finance sector.

- Participate in training and consultancy in the field of finance, provide public services within the scope of the functions and tasks of the Institute.

- Compile and publish journals, research publications, and research documents in the field of finance as regulated by law.

- Organize forums, conferences, and discussions in the field of finance and other related fields.

- Propose and organize the implementation of international cooperation activities within the scope of the Institute's management as regulated by law and assigned by the Minister of Finance.

- Have the right to request units under the Ministry of Finance to provide documents and data to serve research, evaluation, policy criticism, and macroeconomic financial forecasting.

- Sign economic contracts as regulated by the law and by the Ministry of Finance.

- Implement the information reporting regime as regulated by the law and by the Minister of Finance.

- Manage finances, assets, and officials in accordance with the regulations of the law and the delegation of authority by the Minister of Finance.

- Perform other tasks assigned by the Minister of Finance.
