The order and procedures for evaluating and classifying public employees' quality shall comply with specific instructions in Article 19 of Decree 90/2020/ND-CP as follows:

For public employees who are the head and deputy head in Vietnam

- Public employees self-assess and grade quality:

Public employees who make self-assessment reports, the level of classification of work results according to their assigned responsibilities and tasks, are made according to Form No. 03 of the Appendix issued together with Decree 90/2020/ND-CP;

- Comments and evaluations of officers:

Hold a meeting at the unit where the employee works to comment on and evaluate the officer. Participants in the meeting included all officers of the unit.

In cases where the unit has a constituent unit, the composition includes the collective leadership of the unit, representatives of the party committee, trade union, and youth union at the same level, and heads of the constituent units; for large-scale units, heads of constituent units may give written opinions.

The Public employee shall present the report on self-assessment of the work results at the meeting, and the members attending the meeting shall give their opinions. The opinions must be recorded in the minutes and approved at the meeting.

- Collecting comments and assessments from the party committee of the unit where the officer works.

- Reviewing, evaluating, and classifying the quality of public employees:

The advisory department on staffing of agencies and units with competence to evaluate summarizes comments, assessments, and related documents (if any) and proposes evaluation contents and quality ratings for public employees.

Competent authorities decide to evaluate and classify the quality of public employees.

- The level competent to evaluate and classify the quality of public employees shall notify the public employee in writing of the results of the evaluation and classification of quality and decide on the form of publicity in the agency, organization, or unit where the public employee works, with priority given to the application of the form of publicity in the electronic environment.

For public employees who do not hold managerial positions

- Public employees self-assess and grade quality:

Public employees making reports on self-assessment of work results according to their assigned tasks according to Form No. 03 of the Appendix issued together with Decree 90/2020/ND-CP.

- Comments and evaluations of officers:

Hold a meeting at the unit where the employee works to comment on and evaluate the officer.

Attendees of the meeting include all officers of the unit or all officers of the constituting unit where the officer works if the unit has a constituent unit.

The Public employee shall present the report on self-assessment of the work results at the meeting, and the members attending the meeting shall give their opinions. The opinions must be recorded in the minutes and approved at the meeting.

- Reviewing, evaluating, and classifying the quality of public employees

The level competent to evaluate and classify the quality based on the opinions at the meeting to assess and decide on the evaluation content and the quality rating level for public employees.

- Levels competent to assess and classify the quality of public employees shall notify such in writing to public employees and make public announcements in agencies and organizations and the unit where the public employee works on the results of the evaluation and classification of the quality of the public employee; decide on the form of publicity in the agency, organization, or unit where the public employee works, in which the priority is to apply the form of publicity in the electronic environment.
